Khanh Hoa studies attracting investment in the railway project connecting Ca Na seaport

Mr. Nguyen Thanh Phu, Director of the Department of Construction of Khanh Hoa province, has just informed reporters of the Finance - Investment Newspaper about the implementation of the planning and calling for investment in the Railway Project connecting Ca Na station to Ca Na General Port.

According to the Department of Construction of Khanh Hoa province, the Project was submitted for appraisal by the Department of Transport of Ninh Thuan (old) for the Investment Proposal Report on May 4, 2022.

However, on May 10, 2022, the Department of Planning and Investment of the former Ninh Thuan province commented that the project had not clearly identified the ability to balance capital sources of central ministries and branches. Therefore, the proposal to invest in the project from local and central budget sources is not feasible.

"In the coming time, the Department of Construction will continue to coordinate with the Department of Finance to advise on the allocation of funding to prepare the project's pre-feasibility study report and submit the investment policy for construction of the project," informed the Director of the Department of Construction of Khanh Hoa province.

At the same time, the Department of Construction of Khanh Hoa province also mentioned researching solutions to attract investment in railway construction in the direction of "diversifying capital sources, forms and methods of investment".

The railway line connecting Ca Na station to Ca Na General Port is integrated into the planning of the old Ninh Thuan province, approved by the Prime Minister in Decision No. 1319/QD-TTg, dated November 10, 2023.

According to the planning, the Project was implemented in Ca Na commune and Phuoc Diem commune, Thuan Nam district, Ninh Thuan province in the past (now Ca Na commune, Khanh Hoa province).

The project scale includes expanding the Ca Na station area of the North-South railway line into a freight station with an area of about 3.08 hectares to connect with the railway line to Ca Na Industrial Park.

The project also builds a single-track railway line, 1 meter gauge, with a length of 6.86 km; builds a station for Ca Na Industrial Park with an area of about 11.5 hectares as a cargo station connecting Ca Na Industrial Park, Ca Na seaport with Ca Na station (North-South railway station).

In addition, the project also builds a locomotive preparation station and repairs and cuts railcars in the Ca Na Industrial Park station area; constructs and installs infrastructure for information systems, signals, equipment in the station, and station buildings.

The railway project connecting Ca Na station to Ca Na general port has a preliminary total investment of 901,914 billion VND.

On June 12, 2025, the People's Committee of Ninh Thuan province issued a decision approving Trung Nam Ca Na Industrial Park Infrastructure Investment Joint Stock Company (under Trung Nam Group) to implement the Project of Investment, Construction and Business of Ca Na Industrial Park Infrastructure - Phase I with an area of 378 hectares, total investment capital of more than 3,875 billion VND.
The project is implemented in Phuoc Diem commune, Thuan Nam district, former Ninh Thuan province (now Ca Na commune, Khanh Hoa province). The project will start in December 2025 and be completed in December 2028.
Currently, Khanh Hoa province is also implementing the Project of the Road connecting the North - South Expressway with National Highway 1 and Ca Na General Seaport.
