On the morning of August 19, the People's Committee of Ho Chi Minh City held the inauguration ceremony of Phu Tho Circus and Multi-purpose Performance Hall. This is a typical project to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
The project was directed by the Ho Chi Minh City People's Committee to invest and build, marking an important step forward in completing the city's modern cultural institutional system, contributing to affirming Ho Chi Minh City's position as a leading cultural and artistic destination in the country and Southeast Asia.
The project is invested by the Ho Chi Minh City Civil and Industrial Construction Investment Management Board, with the participation of Afmea Cirus Group (Belgium) in design, constructed by a consortium of Luu Nguyen Construction Company Limited and Construction Corporation No. 1 (CC1), supervised by Coninco.

According to the orientation, the theater will operate in a diverse manner: circus performances, puppetry, musicals, concerts, festivals, conferences, exhibitions; at the same time, develop educational activities, art experiences, MICE services and community events.
According to Mr. Vo Duc Thanh - Director of the Management Board of Investment and Construction Projects of Civil and Industrial Works of Ho Chi Minh City, although approved since 2019, the entire project still ensures modern technology, capable of meeting the requirements of international scale performances.
“As the investor, the Management Board has built this project into a multi-functional performance - training - event organization complex, where leading stage technical standards and optimal architectural solutions converge, serving both performing arts and international-scale event operations.
In the next phase, the Management Board will continue to provide detailed instructions on the process and technical support for beneficiaries to effectively use the equipment and technology of the performance stage; organize the handover and put the project into operation on schedule, officially serving the audience from the end of 2025," said Mr. Vo Duc Thanh.
The Ho Chi Minh City Department of Culture, Sports and Tourism and its affiliated unit, the City Arts Center, were assigned by the Ho Chi Minh City People's Committee to manage, operate and determine the vision to turn the Phu Tho Circus and Multi-Purpose Performance Theater into a branded cultural institution of the city.
Speaking at the inauguration ceremony, Ms. Tran Thi Dieu Thuy, Vice Chairwoman of the Ho Chi Minh City People's Committee, emphasized that Phu Tho Circus and Multi-purpose Performance Theater is a major project, demonstrating the correct policy and strong attention of the city's Party Committee and government over many periods.
The project aims to improve the cultural and spiritual life of the people, at the same time effectively exploit the land of Phu Tho racetrack, creating conditions for the arts sectors of Ho Chi Minh City to have new directions, fostering the force of artists, contributing to the development of the city's cultural industry.
According to Ms. Tran Thi Dieu Thuy, after completion, Phu Tho Circus and Multi-purpose Performance Theater will be both a place for circus and special art performances and a training center.
The city will develop an operational plan, initially hiring a specialized unit to ensure the stable operation of the modern technical system, and gradually train the management and technical team. The goal in the next 5 years is that the theater will operate as a second-class autonomous public service unit or higher, meeting long-term requirements.
The city leaders also requested the Department of Culture, Sports and Tourism to soon complete the project with a synchronous and long-term solution, ensuring the stage is lit regularly, attracting audiences, and at the same time promoting traditional cultural and artistic forms.
In addition, the City's Civil and Industrial Construction Investment Project Management Board continues to provide technical support during the transfer period, ensuring that machinery and equipment are always in good condition and promptly troubleshooting problems during the warranty period.
“I propose that the Department of Culture, Sports and Tourism and relevant units develop a plan to organize the first performance in 2025. Because we are currently only inaugurating the project, not yet starting to use the project according to its proper function as a circus and multi-purpose Phu Tho.
Therefore, the final requirement is to plan and organize the forces to practice to get familiar with the stage and register the first program to serve children, serve the culture and arts for the people of the city," Vice President Tran Thi Dieu Thuy suggested.
Receiving the directive, Director of the Department of Culture, Sports and Tourism of Ho Chi Minh City Tran The Thuan emphasized that the inauguration of the Phu Tho Circus and Multi-purpose Performance Theater is just the beginning.
The important task ahead is to exploit the project to become a cultural and artistic destination of regional stature, while opening up a journey to operate and maximize the value of the circus and other diverse performing activities.
According to Mr. Thuan, putting the project into operation is closely linked to the cultural industry development strategy of Ho Chi Minh City, playing a role as a core in the value chain connecting performing arts with cultural tourism, night-time economy , creative entertainment, training - coaching, international cooperation and cultural exchange.
This will be an important driving force contributing to improving the city's position on the regional map.
The Director of the City Department of Culture, Sports and Tourism also said that in the coming time, the unit will participate in developing a project to develop cultural and sports industries - one of the city's unique strengths.
With a sense of responsibility, the Department will direct the City Arts Center to coordinate with units to organize rich art programs, both imbued with national identity and approaching modern creative trends, serving the cultural enjoyment needs of the people.
In order for the project to operate effectively soon, the Department Director requested the investor to focus on completing the installation of specialized equipment, and at the same time closely coordinate with relevant departments, branches and sectors in the acceptance and handover work, ensuring quality in accordance with regulations.
