The weather is increasingly extreme and unpredictable. The ENSO phenomenon and the trend of rising global temperatures increase the risk of natural disasters, such as: intense heat, local heavy rain, strong storms, flash floods, landslides and rising sea levels... Recently, across the country, torrential rains, sudden flash floods, landslides... have become a nightmare for people, especially people in low-lying and mountainous areas... Recently, storm No. 5 made landfall and caused heavy damage in many localities, such as: Thanh Hoa, Nghe An, Ha Tinh , Quang Tri, Phu Tho, Thai Nguyen... causing loss of life, sweeping away houses, destroying infrastructure, greatly affecting production and people's lives.
In Quang Ninh , the prolonged rain on the morning of August 27 alone caused many roads and residential areas to be flooded, making it difficult for people to travel; many houses and gardens were flooded. Some locations recorded heavy rainfall, such as: Ba Che Commune 57.6mm, Phong Coc Ward 56.6mm, Uong Bi Ward 66.2mm, Yen Tu Ward 68mm, Vang Danh Ward 58.4mm, Dong Mai Ward 100.4mm.
According to the assessment of the Quang Ninh Hydrometeorological Station, moderate rain, heavy rain, and very heavy rain are still forecast to occur. During thunderstorms, it is necessary to be on guard against lightning, whirlwinds, strong gusts of wind, the risk of landslides, tree collapse, damage to houses, traffic works, infrastructure, affecting boat operations and human lives. Heavy rain can cause localized flooding on roads, low-lying residential areas, and flooding of culverts across rivers and streams. In addition, heavy rain can cause landslides at waste dumps and mines, damaging civil and economic works and causing damage to production activities as well as socio-economic activities.
To proactively respond to floods and storms, since the beginning of this year, the Provincial People's Committee has continuously issued documents directing proactive response to storms, tropical depressions and widespread rain.
Implementing the direction of the province, localities and units closely follow weather developments, forecast situations that may occur in the area to inform people, proactively prevent, avoid being passive and surprised. At the same time, when there are storms and floods, it is necessary to strictly implement the sea ban order; inform ships operating offshore about the location and direction of the tropical depression to proactively plan production, not to enter dangerous areas. Forces and units proactively arrange forces, materials and means, especially in areas frequently affected by flooding, landslides...; clear and dredge urban drainage systems, projects under construction, be ready to clean up landslides that have fallen into residential areas, roads and conduct rescue according to the "4 on-site" motto when there is a situation.
For reservoir management units, closely monitor the reservoir water level, proactively prepare plans to ensure reservoir safety in case of prolonged heavy rain... Mr. Le Thanh Hung, Head of the focal management cluster, Yen Lap Irrigation One Member Co., Ltd., said: In recent days, the rain has been prolonged so the water level of Yen Lap reservoir is always large. To ensure safety, the Company has assigned forces to be on duty upstream and maintain a reporting regime every 30 minutes to the leadership to promptly make decisions on spill discharge to ensure reservoir safety. The unit also regularly checks and ensures electricity, equipment, materials..., ready to respond when an incident occurs.
Weather forecasting and warnings, hydrometeorology in the province have been focused on, however, extreme and unexpected weather is increasingly appearing and causing serious consequences. Therefore, it is necessary to upgrade the weather monitoring, forecasting and warning system, especially in Ha Long Bay and Bai Tu Long Bay.
Since the beginning of the year, the province has invested in 10 rain gauge stations, increasing the capacity and quality of warning and forecasting heavy rains, and 11 hydrometeorological and oceanographic stations, 45 automatic rain gauges, and water level gauges of the province are connected to the information pages of the General Department of Hydrometeorology...
Recently, the Provincial People's Committee had a working session with the leaders of the Department of Hydrometeorology (Ministry of Agriculture and Environment) to discuss solutions to improve monitoring, forecasting, warning of natural disasters, instructions on using hydrometeorological information in the province, and safety solutions for sightseeing activities in Ha Long Bay and Bai Tu Long Bay.
The provincial leaders also requested relevant agencies and units to quickly build weather forecast maps for Ha Long Bay and Bai Tu Long Bay to make forecasting more detailed and effective. For the storm and tornado forecast bulletin, Quang Ninh province and the Department of Hydrometeorology will build channels and procedures for receiving and issuing bulletins, ensuring that information is delivered smoothly and quickly to recipients. Relevant units will deploy a camera system to monitor activities on the bay and share data with forecasting agencies...
