Regarding the request of the People's Committee of Tay Ho District ( Hanoi ) to the People's Committee of Quang An Ward to terminate the contract signed with the enterprise and move 8 tons of koi fish out of Dam Dong Lake, on November 1, speaking with reporters, a leader of Quang An Ward said that this week they will move all the remaining koi fish, and so far they have moved more than 80% of the fish.

In addition to releasing koi fish, after renting the pond from the People's Committee of Quang An ward, the managing unit and individual built a dike and filled in part of the pond area to serve the beverage business.

According to the representative of Tay Ho District People's Committee, the People's Committee of Quang An Ward has been instructed to quickly move the remaining koi fish, and to "correct the mistakes" at Dam Dong Lake, "If the ward makes mistakes, it must correct them itself!"

In addition, according to the representative of Tay Ho District People's Committee, the organization of beverage services for customers here will be thoroughly handled.

Regarding the handling of responsibilities of individuals and organizations that caused violations at Dam Dong Lake, according to the leader of Tay Ho District People's Committee, the Ward People's Committee was requested to review and learn from experience.

Previously, in October 2022, Quang An ward planned to organize an auction to use Dam Dong lake and by January 2023, an individual household in the ward won the bid.

Previously, many people wearing shirts with the words "West Lake Flower Valley" printed on them organized businesses that provided refreshments for visitors to watch the fish and sold food for visitors to feed the fish.

The bidding documents as well as the lease contract signed between Quang An ward and the winning individual clearly state the purpose of using Dam Dong lake for agricultural production and aquaculture.

After winning the bid, this individual released about 8 tons of koi fish into Dam Dong Lake. At the same time, he organized a beverage service business for visitors to see the fish and sold food for visitors to feed the fish. The service business violated the contract and the purpose of using Dam Dong Lake.

In addition, Decision 1614 of the Hanoi People's Committee approving the List of lakes, ponds, and lagoons that cannot be filled in the city, issued on March 20, 2023, stipulates that lakes, including Dam Dong Lake, can only grow lotus to maintain the craft village.

Afterwards, the People's Committee of Quang An ward issued a notice to terminate the lease contract from September 15, and at the same time required the investor to move all the koi fish released into Dam Dong lake.
