Inspecting 9 public investment projects in the fields of culture, transportation, and agriculture

Kinhtedothi - The Hanoi People's Committee has just had a plan to monitor and evaluate the city's investment programs and projects in 2025.

Accordingly, regarding the monitoring and evaluation of transitional projects to be inspected under the 2024 plan, Hanoi City continues to organize the completion of work contents according to Plan No. 70/KH-UBND dated February 26, 2024 of the City People's Committee for 55 investment projects transitioned from 2024 (including 33 projects using public investment capital and 22 projects using other capital).

For the list of new projects to be inspected in 2025, 9 public investment projects will be inspected in the fields of culture, transportation, and agriculture . Projects using other capital, foreign capital for public investment will be inspected in 40 projects in the fields of urban housing, infrastructure, education, vocational training, health, energy, trade, and services.

For projects subject to investment assessment, the City People's Committee requires specialized management departments to strictly select two investment projects with a total investment of VND 500 billion or more or projects with a major impact on socio -economic and environmental development in the field of management, and organize investment efficiency assessment or project impact assessment according to regulations.

For projects that require inspection when adjusting the project, the City People's Committee requires: Public investment projects, PPP projects and foreign capital projects investing in public investment when adjusting the project to change the location, target, scale, or increase the total investment must conduct inspection before adjusting the project according to regulations.

Regarding specialized supervision of investment projects, specialized management departments shall conduct specialized supervision of investment projects in this plan; at the same time, proactively develop plans and organize specialized supervision of investment projects not in this plan within the State management field of the unit, and implement a coordination mechanism with the focal agency.

In order to do this well, the City People's Committee assigned the Department of Finance (the focal agency in charge of organizing the inspection) to implement the plan on schedule and synthesize the report on investment monitoring and evaluation results according to regulations; proactively select and decide on inspection implementation methods according to regulations, suitable to the practical situation.

Specialized management departments coordinate with the focal agency to preside over the implementation of investment supervision and evaluation according to the mechanism prescribed in Article 3 of Decision No. 08/2022/QD-UBND dated February 10, 2022 of the City People's Committee; be responsible before the law and the City People's Committee for fully attending inter-sectoral meetings, the content of participating in inspection opinions, and the deadline for participating in inspection opinions as required by the presiding agency for synthesis...

In addition, through inspection, detecting existing problems, difficulties and obstacles to have timely solutions to remove, recommending competent authorities to handle arising problems and obstacles, speeding up the implementation progress of programs and projects in the city.
