Stick to the growth target

Quang Ninh entered 2024 with many difficulties and challenges. Just after overcoming the Covid-19 pandemic, the economy began to recover and develop, but in September, risks and heavy losses arose due to natural disasters caused by storm No. 3 that hit the province. However, by maintaining and promoting the spirit of solidarity, unity, focused leadership, direction, mobilizing the strength of the entire political system, joining hands, unanimity, and persistent efforts to overcome difficulties and challenges, Quang Ninh has achieved positive results in all fields in the past 9 months, maintaining the trust of people and businesses in the province.

With continuous efforts, especially overcoming the unprecedented challenge of super typhoon No. 3, the province's GRDP economic growth in the first 9 months reached 8.02%. Although 2.07 percentage points lower than the growth rate of the same period, 1.61 percentage points lower than the growth scenario of the first 9 months of the year, this is the effort of the entire political system after the natural disaster. The processing and manufacturing industry is the main growth driver, increasing by 20.45%, 4.05 percentage points higher than the same period. The service sector is estimated to increase by 13.55%, 1.76 percentage points higher than the same period. The total number of tourists to Quang Ninh in the first 9 months is estimated at over 15.6 million, up 20% over the same period, of which international visitors are estimated at 2.59 million. Total tourism revenue is estimated at 36,856 billion VND, up 39% over the same period. Total retail sales of goods and consumer service revenue is estimated to increase by 12.97% over the same period. Revenue from transportation, warehousing and transportation support services is estimated to increase by 27.4% over the same period. Export turnover of enterprises in the province is estimated at 2,570 million USD, up 13.8% over the same period.

Quang Ninh is determined to strive to maintain double-digit GRDP growth rate.

Positive signs of growth from industries and sectors have contributed to the total state budget revenue in the province in the first 9 months reaching 40,479 billion VND, equal to 73% of the estimate, of which domestic revenue is estimated at 26,434 billion VND, equal to 62% of the estimate, equal to 92% of the same period. In the first 9 months, 1,342 new enterprises were established, an increase of 7.6% over the same period.

The province has created jobs for 23,500 workers, an increase of 1,800 over the same period, reaching 78.3% of the yearly plan. Total social security expenditure is estimated at 1,435 billion VND, an increase of 38.4% over the same period. The education and training sector has many high achievements; the average high school graduation exam score ranked 25th out of 63 provinces and cities, up 11 places compared to the previous year, the highest ever.

In 2024, Quang Ninh is determined to strive to maintain a double-digit GRDP growth rate, thereby extending the double-digit growth record for 10 consecutive years; the state budget revenue for the whole year is not less than VND 55,600 billion; FDI attraction for the whole year reaches 3 billion USD; the total number of tourists for the whole year reaches over 19 million, including over 3.5 million international tourists. Strive to achieve 100% of the disbursement rate of public investment capital according to the adjusted plan.

To achieve the highest targets and goals set for 2024, Quang Ninh province requires all levels, sectors and localities to continue to build an honest, active, serving, and effective government; tighten administrative discipline and labor discipline in management, operation and work settlement at all levels; resolutely overcome the situation of avoiding, shirking responsibility, fear of mistakes, being hesitant in work, slow in solving work or not thoroughly and completely solving work under their authority. All levels, sectors and localities continue to maintain solidarity, unity of will and action, persevere in goals, focus on organization and implementation with high determination, great efforts, and drastic actions, with the motto "one policy, ten measures, twenty determinations", "5 clear: Clear focus, key points, clear people, clear work, clear results and clear roadmap for completion".

Believing that, with the drastic, close direction, clear people, clear work, clear results from the province to the grassroots, the goals and targets that Quang Ninh set for 2024 will be completed and exceeded, thereby continuing to affirm Quang Ninh as a growth pole of the Northern region, as well as the whole country.
