Resolutely eliminate drugs in schools

The meeting discussed the draft Law on Drug Prevention and Control (amended) chaired by the Ministry of Public Security and the draft Law on E-commerce chaired by the Ministry of Industry and Trade.

Giving opinions to the presiding agencies to continue completing the documents and reports to competent authorities, with the draft Law on Drug Prevention and Control (amended), Prime Minister Pham Minh Chinh emphasized the need to identify prevention as fundamental, strategic, long-term, decisive, mobilizing the entire political system to participate; the important thing is to limit and prevent demand, prevent early, from afar, paying special attention from the grassroots and in schools, resolutely eliminating school drugs, creating a drug-free environment for students, students, and the young generation.

Regarding the draft Law on E-commerce, the Prime Minister stated that e-commerce is developing very rapidly, creating great convenience for people and businesses, while also posing management requirements and requiring new thinking. The Prime Minister requested that the law should resolve current difficulties and obstacles, both encouraging and creating development, promoting the digital economy, digital government, digital society, digital citizens, and designing tools for management, inspection, and supervision, including goods quality management, tax management, limiting the negative aspects of e-commerce, preventing smuggling, fraud, trade fraud, counterfeit goods, and fake goods.

The Prime Minister emphasized that the building and improvement of institutions and laws requires promoting decentralization and delegation of power along with resource allocation, improving enforcement capacity for subordinates and strengthening inspection and supervision; strongly shifting from "pre-inspection" to "post-inspection"; taking people and businesses as the center and subject, further promoting administrative reform, cutting procedures, reducing hassles, time and compliance costs for people and businesses.

The law needs to be regulated in a framework and principled manner, only regulating issues under the authority of the National Assembly; assigning the Government to regulate in detail specific issues, ensuring flexibility, suitability with practical conditions and the rapid changes and development of society.

The meeting also gave opinions on the financial mechanism for the project proposal "Infrastructure and technical support for high-quality, low-emission rice in the Mekong Delta" using loans from the World Bank.
