BHG - On the afternoon of April 26, the 18th Provincial People's Council, term 2021-2026, held the 24th session (special session) to review and approve resolutions on administrative unit arrangement and implement other important contents under its authority. Comrades: Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Hau Minh Loi, Member of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Hoang Van Vinh, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council co-chaired the session.

Speaking at the opening of the session, Chairman of the Provincial People's Council Thao Hong Son emphasized: Implementing the resolutions of the Central Committee and the Provincial Party Committee on continuing to improve the organizational apparatus; focusing on arranging provincial-level administrative units, not organizing district-level administrative units; continuing to improve and arrange commune-level administrative units according to the Central Committee's orientation and practical requirements of the locality are very important issues, of historical significance, directly affecting the quality and effectiveness of the implementation of the socio-economic development tasks in 2025 and the implementation of the Central Committee's resolutions and conclusions on organizing local governments according to the 2-level model. This is a concrete step to build a streamlined government apparatus that operates effectively, efficiently, and is close to the people, serving the people better; opening up new development space. Therefore, the Chairman of the Provincial People's Council requested the Provincial People's Council delegates to focus on reviewing, discussing, agreeing and promptly deciding on the contents of the meeting, in order to create a solid legal basis for the Provincial People's Committee to direct and organize the synchronous and effective implementation of assigned tasks.

The meeting reviewed and commented on the submissions and draft resolutions submitted by the Provincial People's Committee. The delegates of the Provincial People's Council all expressed their high consensus on the content and format of the submissions and draft resolutions presented by the Provincial People's Committee; 100% of the delegates voted to pass the following resolutions: Approving the policy of rearranging administrative units of Tuyen Quang province and Ha Giang province; Resolution approving the policy of rearranging commune-level administrative units of Ha Giang province in 2025; Resolution on reorganizing the Department of Industry and Trade and the Inspectorate of Ha Giang province; Resolution temporarily approving the addition of civil servant and contract payrolls according to Decree No. 111/2022/ND-CP of the Government; Resolution to abolish Resolution No. 09/2023/NQ-HDND dated July 15, 2023 of the Provincial People's Council stipulating expenditure levels for a number of expenditure contents for the organization of compensation, support, resettlement and forced inventory and forced land recovery when the State recovers land in Ha Giang province.

In his closing speech at the meeting, Chairman of the Provincial People's Council Thao Hong Son stated: The resolutions passed at the meeting have strategic significance, and are an important legal basis for the Provincial People's Committee to organize the implementation of the next steps, ensuring proper implementation of the Central's orientation and in accordance with the local practical situation. In particular, the arrangement of provincial and commune-level administrative units is a major and important task, having a profound impact on all aspects of political and social life, requiring strong and synchronous leadership and direction. Therefore, Chairman of the Provincial People's Council Thao Hong Son requested that immediately after the meeting, the Provincial People's Committee and relevant agencies and units urgently complete all records and documents serving the arrangement of provincial and commune-level administrative units; closely coordinate with the Ministry of Home Affairs , Central agencies and Tuyen Quang province in developing and completing the Project on arrangement of provincial-level administrative units in Ha Giang - Tuyen Quang to ensure progress, quality and compliance with legal regulations. Proactively implement the Project, plans for organizational arrangement, personnel work, management and handling of assets associated with the arrangement and merger of administrative units, ensuring objectivity, publicity, transparency and compliance with regulations, avoiding disruption, ensuring stability of the organization and operation of the political system at all levels. Timely resolve difficulties and problems arising, especially those related to the regime and policies for cadres, civil servants, public employees and people directly affected after the arrangement, ensuring legitimate rights and creating high consensus among the people.

Standing Vice Chairman of the Provincial People's Council Hau Minh Loi chaired the discussion.

The Chairman of the Provincial People's Council requested the Provincial People's Committee to continue to pay attention to directing drastic and synchronous key solutions, striving to complete the socio-economic development targets in 2025, especially the economic growth target of 8%; accelerate the disbursement of public investment capital, prioritizing key projects; effectively implement national target programs; integrate resources, focus on supporting disadvantaged areas, increase income, and sustainably reduce poverty; pay attention to directing the elimination of temporary and dilapidated houses associated with improving the material and spiritual life of the people; support businesses, develop commodity agriculture, tourism, services and border gate economy; care for social security, improve the quality of education, health care, and human resource training, especially in remote and isolated areas.

Head of the Legal Committee of the Provincial People's Council, Sen Van Bac, reported on the review of documents submitted to the meeting.

Chairman of the Provincial People's Council Thao Hong Son requested the Standing Committee of the Provincial People's Council to continue to promote its leadership role, proactively follow the progress of promulgating new legal documents of the Central Government to promptly study and organize the implementation of contents under the authority of the Provincial People's Council in the coming time. Proactively review and carefully study directive and guiding documents to promptly implement the guidance on ending the activities of the District People's Council and organizing and stabilizing the activities of the new Commune People's Council after its establishment. Provincial People's Council delegates strengthen supervision over the implementation of major policies of the Central Government, resolutions of the Provincial Party Committee, People's Council and Provincial People's Committee; focus on the contents of reorganizing the apparatus, arranging and assigning cadres and civil servants; managing and using public assets after the reorganization; closely monitoring areas prone to violations, contributing to preventing the situation of avoiding and shirking responsibility in performing public duties, ensuring the effective and efficient operation of the government apparatus.

The Chairman of the Provincial People's Council requested the Fatherland Front at all levels and socio-political organizations to continue to propagate, disseminate and thoroughly understand to cadres, party members and people the policies and resolutions of the Central Committee and the province related to the reorganization of the apparatus and administrative units. It is necessary to carry out ideological work well, create consensus, unify awareness and action in the political system and the whole society, contributing to strengthening people's trust in the correct policies of the Party and the State. Proactively grasp and orient public opinion, not allowing major disruptions to affect the operations of agencies and units, as well as the lives and thoughts of the people during the reorganization process.
