High School Graduation Exam 2025: Overcoming challenges, reaping many achievements

GD&TĐ - On the afternoon of September 26, the Ministry of Education and Training held a conference to summarize the organization of the 2025 High School Graduation Exam and prepare for the 2026 Graduation Exam.

The conference took place at Ton Duc Thang University (HCMC), chaired by Permanent Deputy Minister of Education and Training Pham Ngoc Thuong.

Attending the conference were representatives of departments and bureaus under the Ministry of Education and Training; Departments of Education and Training and higher education institutions across the country.

In his opening speech, Deputy Minister Pham Ngoc Thuong emphasized that each year the high school graduation exam has its own challenges, so summarizing and evaluating is extremely necessary to draw lessons, serving as a basis for organizing work in the following years.

The 2025 high school graduation exam took place in a context of many major changes, such as the policy of merging administrative boundaries, but thanks to the sense of responsibility and close coordination of ministries, departments and branches, the exam was successfully organized.

According to the assessment, the 2025 exam has many highlights. This is the exam with the largest number of candidates ever, with more than 1.16 million students, including candidates following the 2006 and 2018 general education programs.

This large scale poses many challenges in organization, especially in the question-making stage, as it requires mobilizing the largest number of staff ever, while simultaneously creating questions for both programs.

The number of exam questions and elective subjects is also the largest, creating more favorable conditions for candidates. In particular, the exam marks a strong digital transformation step when 100% of exam questions are transmitted through the Government Cipher Committee's security system, helping to save time, costs, reduce risks and ensure safety. In addition, all candidates register for the exam online.

Another new point is that the exam will take place in the least number of sessions ever, with 3 sessions. Preparations were started early, and the exam regulations and schedule were announced very early.

Leadership and direction are also considered to be the most comprehensive and in-depth. The Prime Minister directly held online meetings with all provinces and cities; from the Government to localities, all issued directives.

The coordination stages are smooth, professional work ensures: exam questions, exam supervision, exam marking, and scoring are all on schedule, safe, and there are no major incidents, even in elective subjects with many exams.

In addition, communication work was carried out promptly and effectively. The teaching staff proactively provided information throughout before, during and after the exam, contributing to creating consensus and peace of mind in society.

At the conference, Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training) reported on the organization, inspection and examination of the 2025 high school graduation exam.

According to Mr. Huynh Van Chuong, the organization of the 2025 High School Graduation Exam has always been of interest to the Government, the Prime Minister, and the Deputy Prime Minister, and is identified as one of the key tasks and regularly directed at Government meetings.

The general requirement is to organize the exam "safely, smoothly, seriously, objectively, thoughtfully, concisely, reliably, and effectively", while ensuring 6 things: "clear people, clear work, clear responsibility, clear authority, clear time, clear results".

To meet this requirement, the Ministry of Education and Training has issued a complete and timely system of documents directing and guiding the organization of exams as well as inspection and examination work. The documents were issued early, from 6 to 18 months in advance.

In addition, the Ministry has organized training conferences to thoroughly understand the regulations, organization, inspection and examination procedures, ensuring that all participants have a firm grasp of the process.

Inter-sectoral coordination has also been closely implemented. The Ministry of Public Security, the Ministry of Health, the Government Cipher Committee, the Government Inspectorate, and the Central Committee of the Ho Chi Minh Communist Youth Union have actively participated, ensuring security and safety while supporting candidates through programs such as "Supporting the exam season". Other organizations and unions also have many forms of timely support, especially when unusual situations arise during the exam.

At the local level, all provinces and centrally-run cities have issued Directives, Official Dispatches or Official Dispatches on the organization of the exam, thereby mobilizing the entire political system to participate, contributing to ensuring the exam takes place safely and effectively.

Mr. Huynh Van Chuong pointed out some new highlights of the 2025 High School Graduation Exam.

Firstly, for the first time, the exam was organized according to the 2+2 plan, including 2 compulsory subjects, Literature and Math, along with 2/9 subjects that students can choose from according to their career orientation in high school. There are a total of 36 exam subject combinations for candidates to choose from. Thanks to that, the exam time was shortened from 4 sessions to 3 sessions.

Second, digital transformation is being promoted, helping to save time, effort and money. 100% of candidates register for the exam online (previously only 95% for 12th graders).

Third, the rate of using learning assessment results increased to 50% (previously 30% and only counted the results of grade 12). Calculating scores for all three years of grades 10, 11 and 12 helps to accurately reflect the learning process of students according to the 2018 General Education Program, while contributing to improving the effectiveness in achieving many of the exam's goals as announced.

The Director of the Department of Quality Management also pointed out a number of limitations and shortcomings in the organization of the 2025 High School Graduation Exam that need to be overcome in the following exams.

Specifically, in the printing and copying of exam papers, some units did not print and copy according to regulations for some exams under the 2006 General Education Program, causing difficulties for the grading process.

Regarding the test marking process, although the multiple choice marking software has been tested in many units and carefully reviewed before being applied, when deployed in practice, there are still situations that require updating the software during the marking process. Marking in the new format also requires more checking and correcting of candidate errors; at the same time, the processing speed in some stages of the software is still slow.

Regarding the review work, at some units, there are still changes in scores of some exams, mainly in Literature, with an adjustment of about 0.25 points.
