Pursuant to the provisions of Point a, Clause 1, Article 5 and Clause 2, Article 7 of Circular No. 05/2025/TT-BGDDT, from April 22, 2025, the number of weeks to calculate the standard number of teaching hours in a school year for primary school teachers is 35 weeks. The Ministry of Education and Training has issued Circular No. 05/2025/TT-BGDDT (effective from April 22, 2025) regulating the working regime for general and pre-university teachers, which clearly stipulates how to calculate the standard number of teaching hours per year for general teachers.
Article 156 of the Law on Promulgation of Legal Documents 2015 stipulates that in case legal documents issued by the same agency have different provisions on the same issue, the provisions of the later issued legal document shall apply.
May I ask, will Circular No. 05/2025/TT-BGDDT be applied to the entire period of the 2024-2025 school year to calculate the number of periods for teachers or from the beginning of the school year until before April 22, 2025, the number of periods will be calculated according to previous documents, then from April 22, 2025 onwards until the end of the 2024-2025 school year (according to the time specified in the documents on school year time) according to Circular No. 05/2025/TT-BGDDT? On March 7, 2025, the Minister of Education and Training issued Circular No. 05/2025/TT-BGDDT regulating the working regime for general education and university preparatory teachers (effective from April 22, 2025).
Clause 1, Article 5 of Circular No. 05/2025/TT-BGDDT stipulates: The working time in the school year of principals, vice principals, and teachers of general schools is 42 weeks, of which: The number of weeks for teaching the contents of the general education program is 37 weeks (including 35 weeks of actual teaching and 2 reserve weeks); The number of weeks for studying and improving qualifications is 3 weeks; The number of weeks for preparing for the new school year and summarizing the school year is 2 weeks.
As for Clause 1 and 2, Article 7 of the above Circular, the teaching period norm is the total number of theory (or practice) periods taught directly (or taught online) that each teacher must perform in 1 school year. The teaching period norm in 1 school year is determined as follows:
Teaching standards in a school year = Average teaching standards in a week x number of teaching weeks.
In which, the number of teaching weeks is the number of weeks teaching educational content in the educational program (not including the number of reserve weeks).
Based on the above regulations and according to your letter, from April 22, 2025, the number of weeks to calculate the teaching period norm in a school year for primary school teachers is 35 weeks.
