Reporting to the working delegation of the Department of Agriculture and Environment at the working session, Vice Chairman of Phu Cat Commune People's Committee Ngo Van Tuyen said: In response to storm No. 3, the commune has established 6 sub-committees for natural disaster prevention under the Commune Civil Defense Command.
On the morning of July 21, the commune organized disaster prevention and rescue work in the area, checked the key locations of the dike lines to arrange forces and gather materials for dike protection (soil, sacks, culverts...), prepared protective equipment (raincoats, boots, flashlights...) to serve disaster prevention work according to the motto "4 on-site".


In Phu Cat commune, there are 5 villages that can be flooded when there is heavy rain and floods, including: Hoa Truc, Bach Thach, Dong Thuong, village 2, village 3, with about 500 households with 2,978 people affected.
The commune has also arranged 5 locations to evacuate people, with a capacity of more than 4,000 people, ensuring hygiene and living conditions.
At the meeting, representatives of the leaders of the Department of Animal Husbandry, Veterinary, Irrigation and Natural Disaster Prevention of Hanoi requested Phu Cat and Kieu Phu communes to pay attention to natural disaster prevention in concentrated aquaculture areas, implement measures to respond to storm No. 3; implement Resolution No. 20/2025/NQ-HDND dated July 9, 2025 of the City People's Council, regulating policies to support agricultural production to restore production in areas damaged by natural disasters and plant pests in Hanoi.
Deputy Director of the Department of Agriculture and Environment Ta Van Tuong highly appreciated the work of flood and storm prevention and control in the communes of Kieu Phu and Phu Cat, and said that the Department has also issued documents to guide the communes on strengthening measures to prevent rain and storms...
Immediately after the working session with the communes, the working delegation of the Department of Agriculture and Environment inspected the Can Ha pumping station; the preparation of flood and storm prevention equipment and materials and aquaculture areas in the communes of Kieu Phu and Phu Cat.
