Kieu Phu commune has also arranged funding, prepared sufficient forces, materials, means, and conditions to ensure timely implementation of natural disaster prevention and control plans according to the "4 on-site" motto; organized training to raise awareness and expertise for patrol forces, dyke guards, irrigation works and people in the commune to promptly detect and handle incidents related to dykes, irrigation works, search and rescue... Proactively coordinate closely with relevant units located in the area to be ready to perform tasks when natural disasters occur; review and be ready to deploy plans to prevent and combat rain, storms, and flooding for projects under construction and key projects; closely monitor developments of rain, storms, and flooding to promptly handle power outages in flooded areas...

Reporting to the working delegation of the Department of Agriculture and Environment at the working session, Vice Chairman of Phu Cat Commune People's Committee Ngo Van Tuyen said that the commune has established 6 sub-committees for natural disaster prevention and control under the Commune Civil Defense Command.

On the morning of July 21, the commune organized the implementation of natural disaster prevention, control and rescue work in the area, reviewed the key locations of the dike lines to arrange forces and gather materials for dike protection (soil, sacks, culverts...), prepared protective equipment (raincoats, boots, flashlights...) to serve the work of natural disaster prevention and control according to the motto "4 on-site".

In Phu Cat commune, there are 5 villages that can be flooded when there is heavy rain and floods, including: Hoa Truc, Bach Thach, Dong Thuong, village 2, village 3, with about 500 households and 2,978 people affected. The commune has arranged 5 places to evacuate people, with a capacity of more than 4,000 people, ensuring hygiene and living conditions.

At the meeting, leaders of the Department of Animal Husbandry, Aquaculture and Veterinary Medicine, the Department of Irrigation and Natural Disaster Prevention of Hanoi requested Phu Cat and Kieu Phu communes to pay attention to natural disaster prevention and control in concentrated aquaculture areas, implement measures to respond to storm No. 3; implement Resolution No. 20/2025/NQ-HDND dated July 9, 2025 of the City People's Council, regulating policies to support agricultural production to restore production in areas damaged by natural disasters and plant pests in Hanoi.

Deputy Director of the Department of Agriculture and Environment Ta Van Tuong highly appreciated the preparations for flood and storm prevention in the communes of Kieu Phu and Phu Cat and said that the Department has also issued documents to guide the communes on measures to prevent and combat rain and storms...

Immediately after the working session with the communes, the working delegation of the Department of Agriculture and Environment inspected the Can Ha Pumping Station; the preparation of means and materials for flood and storm prevention and control and the aquaculture area in the communes of Kieu Phu and Phu Cat.
