According to the Decision, the Minister of Planning and Investment is the Head of the Working Group. The Deputy Minister of Planning and Investment is the Deputy Head.
Members include: Representatives of leaders of Ministries and agencies: Government Office, Foreign Affairs, Finance, Justice, Transport, Industry and Trade, Health, State Capital Management Committee at Enterprises, Hanoi National University, People's Committees of provinces and cities: Hanoi, Ho Chi Minh City, Son La, Yen Bai, Ha Giang, Dien Bien , Lao Cai, Lai Chau, Thai Nguyen, Tuyen Quang, Cao Bang, Bac Kan, Lang Son, Hau Giang, Can Tho.
Proposing solutions to interdisciplinary problems
The working group is responsible for researching and proposing to the Prime Minister directions and solutions to resolve inter-sectoral problems related to key economic projects mentioned in the List of economic cooperation contents.
At the same time, assist the Prime Minister in directing and coordinating between ministries, ministerial-level agencies, and government agencies in resolving inter-sectoral issues related to key economic projects stated in the List of economic cooperation contents.
Members of the Working Group work part-time and comply with the Working Group's Regulations on Organization and Operation.
The Ministry of Planning and Investment is the standing agency of the Working Group.
The Decision clearly states that the Ministry of Planning and Investment is the standing agency of the Working Group, using its existing apparatus to perform the task of assisting the Working Group, ensuring that the number of organizational units and staff is not increased.
Agencies with members participating in the Working Group use their existing apparatus to assist the Working Group members in performing assigned tasks and powers as assigned by the Working Group Leader.
The Working Group holds meetings to consider and decide on issues within its duties and powers. Depending on the nature and content of the meeting, the Head of the Working Group decides to invite relevant members of the Working Group and representatives of other agencies, organizations, associations and individuals to attend the Working Group meeting.
In case of not holding a meeting, the members of the Working Group shall give their opinions in writing on matters within their duties and powers. The members of the Working Group shall be responsible for attending all meetings of the Working Group and preparing reports on their assigned tasks. In case of absence, the members of the Working Group shall be responsible for reporting to the Head or Deputy Head and appointing a responsible person to attend the meeting in their stead.
Promote the application of information technology to meet the timeliness in the operations of the Working Group. Relevant ministries, branches and localities proactively prepare technical and material conditions to serve online meetings when necessary.
The operating expenses of the Working Group are guaranteed by the state budget and are arranged in the regular operating expenses of the Ministry of Planning and Investment.
This Decision comes into force from October 16, 2024.
