The deadline for switching to a traffic account is extended to December 31.

The Vietnam Road Administration has just decided to extend the deadline for converting toll collection accounts to traffic accounts connected to non-cash payment means until December 31, 2025, instead of requiring completion before October 1 as previously planned.

The deadline for switching to a traffic account is extended to December 31.

According to the Vietnam Road Administration, the delay is aimed at avoiding the risk of congestion at toll stations and disruption of road transport operations, in a context where many vehicle owners – especially transport businesses – are still facing difficulties in the transition process.

As of September 30, more than 3 million out of 5.8 million toll collection accounts have been converted to transport accounts. However, only more than half of these accounts have been connected to non-cash payment methods (such as e-wallets, credit cards or payment orders), with about 2.8 million accounts still unconnected, including nearly 170,000 accounts of transport enterprises.

According to the Vietnam Road Administration, the process of connecting traffic accounts with non-cash payment methods in businesses faces more obstacles than individuals, because: The reason is that e-wallets for businesses have not been widely provided; credit cards of businesses connected to traffic accounts are subject to high fees (1%-2%); the payment authorization method (payment accounts authorized by vehicle owners to pay when transactions occur) connected to traffic accounts has not met the processing speed of the non-stop electronic toll collection system.

In addition, some foreign individuals also reported having difficulty in the process of personal identification to link traffic accounts.

Faced with this situation, the Road Administration requires service providers to continue using the current toll collection accounts for cases that have not completed the conversion, especially for foreign individuals and businesses, until December 31, 2025. At the same time, increase support staff at toll stations, develop scenarios to respond to system incidents, and ensure that toll collection activities take place smoothly.

The Department is also coordinating with the Ministry of Construction and consulting with the State Bank to direct commercial banks and payment intermediary organizations to remove obstacles in service fees and technical solutions, helping the connection process to be implemented effectively and synchronously with the non-stop electronic toll collection system nationwide.
