Previously, on the evening of October 3, due to the impact of storm No. 11, heavy rain occurred in Dray Bhang commune, causing flooding on National Highway 27. To ensure the safety of vehicles traveling on the route, Mr. Le Phuoc Toan and a number of Dray Bhang commune officials put on raincoats and went down to the street to regulate traffic.

At around 9:30 p.m. the same day, while on duty, a car traveling at high speed on the road hit Mr. Toan. Although his colleagues quickly took him to the Central Highlands General Hospital for emergency treatment, Mr. Toan did not survive.
Upon receiving news of the incident, leaders of Dak Lak Provincial People's Committee went to the hospital to encourage and sympathize with Mr. Toan's family in the face of this great loss.
