Develop and implement the school's educational plan
In the guidelines for implementing secondary education tasks for the 2025-2026 school year, the Ministry of Education and Training requested the Departments of Education and Training to direct general education institutions to develop and organize the implementation of school education plans to ensure they are suitable for the teaching staff, facilities, and existing teaching equipment.
At the same time, organize teaching of subjects and educational activities to comprehensively develop students' qualities, abilities, physical fitness, aesthetics and life skills.
Continue to innovate teaching methods, promote the application of information technology and carry out digital transformation in teaching, testing and assessment to meet the requirements of the General Education Program.
Arrange the program implementation time scientifically , pedagogically, effectively, without putting pressure on students. Ensure that by the end of the school year, students meet the requirements as prescribed by the program.
For primary school level, the Ministry of Education and Training requests the Department of Education and Training to direct educational institutions to develop and organize the implementation of school education plans, teaching plans for subjects, educational activities and lesson plans according to the Primary Education Program.
The plan must be consistent with the conditions of the team, facilities, teaching equipment and according to the regulations in the guiding documents issued by the Ministry of Education and Training. Implementing 2 sessions/day of teaching according to the guidance of the Ministry of Education and Training is effective and practical, contributing to the comprehensive development of students' qualities and abilities.
For junior high and high school levels, the Departments of Education and Training need to direct educational institutions to base on the General Education Program and the guiding documents issued by the Ministry of Education and Training to develop school education plans that ensure practicality, flexibility, feasibility, and suitability with the conditions of the teaching staff, facilities, and existing teaching equipment.
The plan needs to clearly demonstrate the plan to mobilize and effectively use resources to organize 2-session teaching/day at qualified educational institutions, contributing to improving the quality of program implementation according to Directive No. 17/CT-TTg of the Prime Minister and guiding documents of the Ministry of Education and Training.
The plan must also specify the content, duration, time, location, and students who will be organized to study 2 sessions/day; assign teachers reasonably and scientifically, ensure compliance with regulations on working time, and be suitable to the teaching and learning conditions of each school.
The school's education plan needs to pay attention to differentiating students, have solutions to nurture excellent students, organize effective review sessions for final year students, and support students whose learning results do not meet the required standards.
For the secondary school level, the Ministry of Education and Training also noted to continue implementing instructions on building integrated teaching plans for the subjects of Natural Sciences, History and Geography, Experiential activities, and career guidance to ensure quality, achieve program objectives, and be suitable to the practical situation, staff capacity, and teaching conditions of each locality according to the instructions of the Ministry of Education and Training.
For high school level, it is necessary to effectively organize consultation and guidance for students to register for the selection of elective subjects and elective study topics, ensuring publicity, transparency, correct procedures, and balance between subjects to maximize the exploitation of the school's teaching staff according to the guidance of the Ministry of Education and Training.
Increase the arrangement of separate classes according to each selected subject and selected study topic, and be flexible in arranging the number of students in the class to best meet the needs and wishes of students; ensure the assignment of teachers and the construction of timetables between classes in a scientific and reasonable manner, without causing pressure on students and teachers.
For specialized high schools, continue to teach specialized subjects in an advanced direction in accordance with the orientation of developing students' capacity and qualities, in accordance with the instructions of the Ministry of Education and Training; direct research and implementation of the Advanced Education Program for specialized subjects according to regulations.
Care about school culture
In implementing the General Education Program, the Ministry of Education and Training also noted the need to develop plans and direct educational institutions to effectively implement school culture in conjunction with fundamental and comprehensive educational innovation.
In particular, practically integrating educational content on human rights, Ho Chi Minh's ideology, ethics, and lifestyle; preventing and combating corruption, negativity, waste, and educating ethics and integrity; STEM/STEAM education, scientific research, and innovation.
At the same time, practically integrate the content of gender equality, eye care and blindness prevention; preservation of national culture, border sovereignty, sea and island sovereignty, national defense and security; economical use of energy, environmental protection, biodiversity; response to climate change, natural disaster mitigation; education through heritage.
Enhance digital capacity, digital transformation skills and other integrated educational content; at the same time, guide students to learn legal knowledge on road traffic safety on the digital popular education platform.
