TPO - The Ministry of Education and Training proposed that provinces and cities rearrange and reorganize the network of kindergartens and general schools according to the principle of only merging schools and school locations within the same commune, and dissolving separate schools, substandard schools, and ineffective schools.

The Ministry of Education and Training plans to request localities to review and evaluate the current status of preschool, primary, secondary, high school and continuing education facilities, including schools, school locations, class size, management staff, teachers and employees.

Including checking and evaluating the facilities of classrooms, functional rooms, dormitories, public houses, kitchen areas, restrooms, clean water systems, auxiliary works, teaching equipment... Evaluating geographical conditions, traffic infrastructure, population density, regional characteristics and determining students' learning needs.

Based on the review results, localities develop plans and projects to merge, consolidate, dissolve or establish new educational institutions in a reasonable and effective manner, without wasting resources.

The Ministry of Education and Training proposed that the People's Committees of provinces and cities direct a unified viewpoint on basically keeping schools intact, only arranging to dissolve schools that do not meet standards.

Prioritize the model of inter-level primary and secondary schools in sparsely populated areas or areas with difficult transportation conditions. At the same time, consider merging kindergartens and small-scale, substandard primary schools in the same commune according to a suitable roadmap.

Retain schools and school locations with favorable conditions in terms of facilities, traffic, and population; dissolve substandard and ineffective satellite schools; concentrate children, students, and trainees on main schools with standard facilities.

Reorganize continuing education centers, vocational education centers - continuing education to ensure compliance with lifelong learning needs and management models at provincial and commune levels.

Dissolve ineffective schools

The principle of school rearrangement proposed by the Ministry of Education and Training is to ensure compliance with the policy of rearranging and streamlining the organizational apparatus according to the requirements of the Politburo and the Secretariat, ensuring effective, efficient, and efficient operations, without duplication or omission of functions and tasks of each type of educational institution.

The arrangement and reorganization of the network of preschool, general education and continuing education facilities in the area shall not affect the quality of education; shall not reduce the opportunities for children, students and trainees to access education; shall ensure safety and convenience in the process of going to school for children, students and trainees; shall not merge if the geographical distance between the place of residence and the school is too far or the traffic conditions are not suitable.

There is a clear roadmap, specific plan, and consultation with the community and stakeholders to minimize disruption and impact on management staff, teachers, staff, children, students and trainees.

In particular, only merge schools and school sites within a commune; prioritize retaining schools with favorable conditions, and dissolve substandard and ineffective separate schools. Ensure that each commune has at least one kindergarten, one primary school and one secondary school.

In special cases, it is possible to organize a joint primary and secondary school, but separate areas must be arranged for each level to ensure teaching conditions.

The Ministry of Education and Training requires that kindergartens and general schools not be merged; continuing education facilities not be merged with general schools; the arrangement of continuing education facilities must be suitable to the lifelong learning needs of local people.

Also according to the proposal of the Ministry of Education and Training, the People's Committees of provinces and cities will direct a unified basic viewpoint to keep the existing public high schools, middle schools, primary schools, inter-level schools, and kindergartens unchanged; propose adjustments if deemed necessary to conveniently serve the needs of people and students.

Direct the arrangement to merge vocational education centers and continuing education centers into vocational training centers equivalent to high school level under the Department of Education and Training to provide public services in inter-commune areas; ensure no more than 3 vocational schools to train skilled workers to serve socio-economic development and attract local investment.

Currently, the Ministry of Education and Training is seeking comments from the Ministry of Home Affairs, the Ministry of Finance, the Ministry of Justice and the People's Committees of provinces and cities on guidelines for arranging and organizing educational institutions.
