Bac Ninh's spearhead education aims for the top 10 leading provinces and cities nationwide.

On the afternoon of September 29, at the Provincial Convention Center, 3/2 Square, the 1st Congress of Bac Ninh Provincial Party Committee, term 2025 - 2030, held a preparatory session. According to the organizing committee, the congress took place over two days: September 29 (preparatory session) and September 30 (official session). The congress had 449 delegates convened, representing more than 156,000 party members in the entire Bac Ninh Provincial Party Committee.

On the first working day, the Congress approved the working program, rules and regulations; disseminated and agreed on a number of contents related to the organization of the Congress and the opening session of the Congress. At the same time, it announced the establishment of delegations and discussion groups.

Delegates discussed in 8 groups, contributed ideas and expressed high consensus with the draft documents of the 14th National Party Congress and the documents of the 1st Provincial Party Congress. At the same time, they contributed a number of practical ideas, closely linked to the development practices in the locality's fields, contributing to the goal of turning Bac Ninh into a centrally-run city before 2030 and by 2045, a green, civilized city imbued with Kinh Bac cultural identity.

Breakthrough mission

Participating in the discussion, Mr. Ta Viet Hung - Director of the Department of Education and Training of Bac Ninh province presented on "Solutions to improve the quality of education and training, striving for spearhead education to be in the top 10 leading provinces and cities nationwide", identifying this as one of the breakthrough tasks to successfully implement the goal of making Bac Ninh a centrally-run city before 2030.

The newly formed Bac Ninh province was formed on the basis of merging the entire administrative boundaries of the two old provinces of Bac Ninh and Bac Giang , becoming a province with an important geographical position in the Hanoi capital region, located in the Northern key economic region. The entire Bac Ninh province has 99 commune-level administrative units (including 66 communes, 33 wards) with 1,221 educational institutions (including: 425 kindergartens, 317 primary schools, 72 primary and secondary schools, 292 secondary schools, 90 high schools, 3 boarding schools for ethnic minorities with high school level, 2 specialized schools, 18 vocational education and continuing education centers and equivalent).

The whole Bac Ninh province has 46,982 educational management staff, teachers and school staff; the quality of staff at all levels continues to be improved to meet the requirements of educational innovation, the rate of qualified training of educational management staff and teachers at all levels is 97.7%; the rate of above-standard training is 40.8%.

In recent school years, the Department of Education and Training has advised the province to issue many directives, resolutions, plans and policies to develop education and training according to the innovation roadmap. The conditions to ensure the quality of education have been paid attention to, actively supported, invested in and strengthened by Party committees, authorities at all levels and sectors, so the targets and tasks in recent school years have always met and exceeded the planned targets. The quality of comprehensive education has been improved; the quality of key education has made great strides.

The implementation of the General Education Program has been focused on by the Department of Education and Training, seriously and flexibly directed and organized, achieving many positive results, all educational and training goals have been achieved and exceeded the set plan. The results of the 2025 High School Graduation Exam of the province created a great resonance and were highly appreciated by public opinion.

Notably, in the 2024-2025 school year, Bac Ninh continues to make its mark in national competitions for excellent students and regional and international Olympics: In the national competition for excellent students, the whole province had 206 students competing in 12 subjects, winning 180 prizes (accounting for 87.38%) with 17 first prizes (ranked second in the country in terms of the number of prizes), 48 second prizes, 69 third prizes and 46 encouragement prizes. There were 6 students winning regional and international prizes with: 1 Gold Medal at the International Chemistry Olympiad, 1 Silver Medal at the International Physics Olympiad, 1 Bronze Medal at the International Mathematics Olympiad, 1 Gold Medal at the Asian Physics Olympiad, 1 Gold Medal and 1 Certificate of Merit at the European Physics Olympiad.

Besides the achieved results; the education and training work still has some shortcomings in terms of facilities and teaching equipment in some places that do not meet the requirements of the General Education Program innovation. Investment funding for building facilities and purchasing teaching equipment in some localities and units is still limited.

Synchronized suggestions for solutions

To continue improving the quality of education and training, striving for spearhead education to be in the top 10 leading provinces and cities nationwide, in the coming time, the education and training sector will continue to implement synchronous solutions.

In particular, instruct educational institutions to prepare well the conditions, build and implement serious and quality teaching plans and programs for the school year right from the beginning of the school year. Build a core team of teachers to focus on supporting colleagues to innovate teaching methods, effectively implement the 2018 General Education Program and the work of training excellent students, reviewing for high school graduation exams; promote and diversify professional activities, effectively exploit teaching aids and equipment, etc., do a good job of basic and quality teaching for the masses to create momentum for key educational work.

At the same time, focus on doing a good job of planning the school network. Invest in building and renovating classrooms, laboratories, and libraries that meet international standards at specialized schools and key schools. Ensure that schools have enough modern equipment to support learning and research, especially in science subjects such as Physics, Chemistry, and Information Technology. Promote the application of digital transformation to serve the innovation of teaching methods, exploit specialized materials, international textbooks on reputable academic platforms, build test banks; use AI to personalize the learning path for each student...

Bac Ninh continues to improve professional qualifications and skills, organize training courses and in-depth training for teachers, especially teachers teaching subjects for excellent students at national and international levels. Increase the rate of teachers achieving above-standard qualifications through master's and doctoral training programs, or in-depth courses at prestigious universities at home and abroad. Do a good job of creating professional resources, transferring appropriate topics from specialized high schools to junior high schools to nurture excellent students right from junior high school.
