The People's Committee of Vinh Long province has just signed a confirmation of the area, capacity, volume, method, equipment, plan and environmental protection in the exploitation of common construction materials to supply the North-South expressway project in the East phase 2021-2025, Can Tho - Ca Mau section (Can Tho - Ca Mau expressway).

Sand mining area belongs to Tra On town, Luc Si Thanh commune and Thien My commune.

This is a confirmation to hand over the sand mine for leveling on Hau River (left branch) in Tra On town, Luc Si Thanh commune and Thien My commune (Tra On district) to the exploitation unit.

Specifically, this sand mine was assigned to VNCN E&C Investment - Construction and Engineering Joint Stock Company (VNCN E&C Company) for exploitation within 12 months, with a total exploitation area of ​​more than 20 hectares, and the total reserve of sand allowed for exploitation is 0.56 million m3.

Vinh Long Provincial People’s Committee said the mine’s capacity will be divided into two phases. Phase 1 is three months after the mine is licensed. The unit is allowed to exploit 450,000 m3 of sand per year, equivalent to 37,500 m3 per month and about 1,250 m3 per day.

During this time, only two vehicles were operating at the mine with a bucket capacity of 3.5 m3/scraper.

After three months, the locality will review. If the two river banks in the exploitation area and the people do not complain, the remaining months will increase the unit's capacity to 600,000 m3/year, equivalent to 50,000 m3/month and about 1,666 m3/day.

At the same time, the unit was also increased to three mining vehicles, with a bucket capacity of 3.5 m3/scraper.

The People's Committee of Vinh Long province requires VNCN E&C Company to pay the full amount of mineral exploitation rights at once before organizing exploitation; to carry out the exploitation of sand and fill minerals according to the correct volume, capacity, plan, method...

On the other hand, the unit is only allowed to supply minerals for the component projects identified in the construction materials survey dossier.

Previously, on January 26, the province also decided to approve the appraisal results of the environmental impact assessment report of the sand mining project on the Hau River bed (left branch), in Tich Thien and Luc Si Thanh communes, Tra On district.

According to the decision, the exploitation area has an area of ​​more than 34.2 hectares, with approved reserves of about 1.1 million m3, supplying the Can Tho - Ca Mau expressway project, not for business purposes.

Speaking with Giao Thong Newspaper reporters, Mr. Le Duc Tuan, Deputy Director of My Thuan Project Management Board (investor of Can Tho - Ca Mau Expressway project) said that for the sand mines in Tra On town, Luc Si Thanh commune and Thien My commune, the investor is implementing financial obligations and other related obligations according to regulations.

"It is expected that after the Lunar New Year of Giap Thin, official exploitation will begin," said Mr. Tuan.

As for the mines in Tich Thien and Luc Si Thanh communes, the project management board is coordinating with VNCN E&C Company to complete the confirmation and submit it to the Vinh Long Provincial People's Committee for approval.

The Can Tho - Ca Mau Expressway project requires about 18.4 million cubic meters of sand. The Prime Minister has asked Vinh Long province to prioritize allocating 5 million cubic meters for the project. To date, the province has completed procedures to exploit 1.26 million cubic meters and assigned the contractor to exploit.

Thus, along with the two sand mines whose environmental impact assessment and confirmation have been approved by the Provincial People's Committee, Vinh Long has identified a source of 2.95 million m3 of sand for the project.

At a working session with the locality at the end of January 2024, Minister of Transport Nguyen Van Thang requested provincial leaders to direct relevant units to promptly complete mining procedures for the volume of sand whose supply source has been determined. At the same time, consider granting new or extending expired sand mines in the area to support the remaining 2.05 million m3.
