On the morning of September 22, in Bac Ninh City, Bac Ninh Province, Prime Minister Pham Minh Chinh attended the conference to review 1 year of building a "Traffic Safety Province" jointly organized by the Bac Ninh Provincial Party Committee and the Central Public Security Party Committee.

Also attending the conference were leaders of ministries, central agencies and Bac Ninh province.

The conference was held directly in Bac Ninh city, online with the Public Security of 12 provinces and centrally-run cities: Hanoi, Hai Phong, Quang Ninh, Hai Duong, Hung Yen, Vinh Phuc, Ha Nam, Nam Dinh, Ninh Binh, Thai Binh , Thai Nguyen and Bac Giang.

In 2023, implementing the policy of the Central Public Security Party Committee on building a "Traffic Safety Province", the People's Committee of Bac Ninh province urgently advised the Provincial Party Committee to issue a Resolution, and the Provincial People's Committee to issue a Plan on building a "Traffic Safety Province".

After more than 1 year of piloting the construction of "Traffic Safety Province", many outstanding results have been achieved, security and order have been maintained, traffic culture has gradually formed, contributing to promoting sustainable socio-economic development, ensuring safety and happiness of the people.

The entire political system in Bac Ninh province has really taken drastic action; the Party Committee, the government, and the people have agreed, supported, and highly appreciated it. Awareness and sense of obeying traffic laws have clearly changed, initially forming traffic habits and culture among Bac Ninh people.

Cadres, party members, and teachers have played an exemplary role, taking the lead in building a “Traffic Safety Province,” with a very low rate of violations by party members. In particular, traffic accidents have decreased by 16%, deaths by 20%, and injuries by 19% compared to before.

Along with that, the traffic safety and order of the province has changed positively. Traffic organization has been thoroughly checked, black spots and potential traffic accidents have been handled 100%; speed bumps have been installed 100% from alleys to the road. Traffic infrastructure has been strengthened, many key projects have been drastically accelerated and completed; some shortcomings that have existed for many years have been overcome.

Implementing the conversion of the status of the Traffic Police force from manual to technology application. Patrolling and handling of violations increased compared to before implementing the "Traffic Safety Province." 45,401 cases were fined, with a total amount of 103.5 billion VND, an increase of 101% compared to before building the "Traffic Safety Province." There were no vehicles with extended cargo beds in the area.

The above results can confirm that the construction of "Traffic Safety Province" is a correct and timely policy, of important significance to the work of ensuring traffic order and safety in particular and the cause of socio-economic development in the province in general, recognized, supported and highly appreciated by all levels, sectors and people.

One of the important contents to build a "Traffic Safety Province" is to modernize the traffic police force. Therefore, the Bac Ninh Provincial Police Command Information Center was invested.

The center simultaneously operates two camera systems to serve the work of ensuring security and order, ensuring traffic order and safety; fire prevention and fighting, rescue; and crime prevention and control.

The Bac Ninh Provincial Police Command Information Center is researched, developed and mastered by the Global Telecommunications Technology Corporation (Gtel), an enterprise directly serving the defense and security of the Ministry of Public Security in coordination with the professional units of the Ministry and the Bac Ninh Provincial Police, to digitize the entire professional process of the Provincial Police forces in the digital environment with outstanding features such as: intelligent traffic command system; automatic detection and handling of traffic violations throughout the process based on the AI ​​system; digitalization of patrol and control work; support for the detection, tracing, investigation, settlement of traffic accidents and security and order; integration and sharing of data connections with units inside and outside the industry.

Speaking at the conference, sharing about the process of selecting Bac Ninh province to build the model of "Traffic Safety Province" and building the Provincial Police Command Information Center, Prime Minister Pham Minh Chinh said that from the model built in Bac Ninh province to research and replicate on a large scale, to ensure safety, security and public safety.

“If every commune and ward has traffic safety; every district and town has traffic safety; every province and city has traffic safety, then the whole country will have traffic safety,” the Prime Minister emphasized.

Research on replicating the model "Traffic safety province"

The Prime Minister said that in light of the current situation, the Government has recently submitted to the National Assembly the separation of the Road Traffic Law into the Road Law and the Road Traffic Order and Safety Law. Currently, achievements in science and technology, innovation, and artificial intelligence are being applied in all social activities, including the field of ensuring traffic safety.

According to the Prime Minister, the Party and State pay great attention to ensuring traffic order and safety, with the motto of putting people's lives and safety first and foremost. Over the years, the Party and State have had many policies and laws on traffic safety.

Among them, many regulations and sanctions have been built and completed; the State has devoted large resources to investing in traffic infrastructure; applied modern technology to traffic management, organized traffic systematically, scientifically and modernly; propagated and raised traffic compliance awareness in the whole society; focused on building traffic culture and awareness of traffic safety law compliance. Thanks to that, it has contributed to reducing traffic accidents nationwide.

In 2023, traffic accidents will decrease compared to the same period in 2022 in terms of number of cases and number of deaths.

In the first 8 months of 2024, traffic accidents continued to decrease compared to the same period in 2023, traffic congestion was well controlled and reduced by over 65%; the number of traffic accidents caused by drivers violating alcohol concentration regulations during peak periods decreased sharply compared to previous years; violations of overloading vehicles and violations of vehicle wall and trunk extensions were fundamentally handled. Traffic violations were strictly handled, without exception, and without prohibited areas.

Praising Bac Ninh province for building a pilot "Traffic Safety Province" with outstanding results, the Prime Minister pointed out 6 lessons in ensuring traffic safety: ensuring traffic order and safety must be under the leadership of the Party, the management of the State, and the participation of the entire political system and the people; must take the people as the center, the subject, the resource, and the driving force; with the spirit of "The first call, the second support", "The first call, the third response", "Unanimity from top to bottom", "Continuously upgraded and modernized"; having a traffic infrastructure that is constantly upgraded and modernized; traffic management must be smart and modernized based on science and technology; education and communication so that awareness of ensuring traffic order and safety permeates every citizen; building pilot models on traffic safety, then drawing experience and gradually expanding.

Emphasizing that traffic safety is the happiness of every family, the Prime Minister requested that in the coming time, we continue to strengthen leadership, direction, inspection and supervision of the strict implementation of the Party's guidelines and policies, the State's policies and laws on ensuring traffic order and safety. Cadres, party members, civil servants and public employees must be exemplary and actively encourage their relatives, families and people to comply with regulations on ensuring traffic order and safety.

Along with that, continue to improve the legal system in the direction of clearly defining the responsibility of state management in ensuring traffic order and safety associated with ensuring social order and safety; modernize and build modern traffic infrastructure for all types and modes of road, rail, waterway and air transport; continue to strengthen propaganda, dissemination and legal education to raise awareness, responsibility and skills in ensuring traffic order and safety; improve management capacity; strengthen coordination between ministries, branches, localities and forces in ensuring traffic order and safety.

Prime Minister Pham Minh Chinh requested that after a one-year review of the construction of the “Traffic Safety Province,” the Ministry of Public Security and Bac Ninh province continue to maintain the model; comprehensively and comprehensively evaluate and perfect the model.
