At that time, they would continue to not comply with Vietnamese law, and we would not dare to cut off services.

“I think this is a great and very correct strategy to not depend on and be able to compete with big names like Google, Facebook, Youtube. Especially to ensure national sovereignty and cybersecurity. So, I would like to ask the Minister to let me know when this strategy will become a reality,” asked a delegate from Quang Binh.
Minister of Information and Communications Nguyen Manh Hung said that when he was acting as Minister, he said that negotiating power is always based on real strength, without real strength it is difficult to negotiate. "If you have a strong social network in your hand, your influence in the negotiation process with foreign social networks will be better," said Minister Nguyen Manh Hung.
The head of the Information and Communications sector said that we have now licensed nearly 1,000 social networks. Explaining why so many are licensed, according to the Minister, Vietnamese social networks are entering a niche market. Among them, there are 20 large social networks. The total number of social network users in Vietnam is equivalent to the number of Vietnamese people using Facebook, Youtube, Tiktok. And if we count the 38 national digital platforms, the number of Vietnamese social network users is even larger.

“If we want sustainable development and digital transformation, we must master technology and platforms. There is no other way. Fortunately, Vietnamese people are good at information technology and can completely master applications and from mastering applications to mastering technology,” said Minister of Information and Communications Nguyen Manh Hung.
Social networks have a responsibility to make cyberspace healthy.
At the question and answer session, delegate Chau Quynh Dao (Kien Giang delegation) said that the Law on Cyber Security strictly prohibits the use of cyberspace for superstitious activities. Although many ministries and sectors have made efforts to prevent it, currently, online spiritual services, fortune telling and horoscope services are showing signs of flourishing, with a large number of online fortune tellers, causing many consequences for society.

“This is a fertile ground for scammers to defraud people, causing them to lose money and suffer. I request the Minister to tell us the most fundamental solution to completely resolve this situation?”, delegate Chau Quynh Dao asked.
Responding to this content, Minister of Information and Communications Nguyen Manh Hung shared, "I said that each family manages its own family" and said that the Ministry of Culture, Sports and Tourism must intervene to determine whether that behavior is superstitious or not in order to handle it.
“When the behavior is determined and the identity needs to be determined, or it needs to be prevented, we need to coordinate with the Ministry of Information and Communications. We do this very quickly. We have regulations, coordination and tools to handle it,” Minister of Information and Communications Nguyen Manh Hung affirmed.
Also according to the Minister of Information and Communications, when there are criteria for what is considered superstition in writing, in words, in pictures... then based on that, the Ministry of Information and Communications also has tools to scan.
“Currently, Vietnamese digital businesses have developed tools and software that can look at images to evaluate behavior, to see if these activities are superstitious or not, and report to the Ministry of Culture, Sports and Tourism for handling,” said Minister of Information and Communications Nguyen Manh Hung.
Minister Nguyen Manh Hung also said that the Ministry of Information and Communications is working with social networks, so that when the criteria for superstition are clear, the agency will require social networks and social platforms to develop self-scanning and self-downgrading tools.
“This is a new step forward. Previously, we discovered and asked them to take it down, but now they have to take responsibility. Social networks and business platforms make a lot of profit, so they have to take responsibility for making cyberspace healthy,” said Minister Nguyen Manh Hung.
Along with that, the Minister of Information and Communications also emphasized strong solutions to deal with superstitious subjects, including administrative and criminal measures if causing serious consequences.
