The Ministry of Education and Training said that a notable highlight in 2025 is the strong attraction of excellent candidates to pedagogical fields as well as key technical fields and strategic technology, especially at top universities.
According to the report of the Ministry of Education and Training, the average benchmark score of all admission methods to all majors and schools in 2025 is 19.11 ; while in 2024 it reached 22.05. The Ministry of Education and Training believes that this reduction is consistent with the sharp decrease in high school graduation exam scores in 2025 in the three subjects of Math, Biology and English.
In the context that the average benchmark score in 2025 is about 3 points lower than in 2024 and there is strong differentiation between sectors, the Ministry of Education and Training assesses that the encouraging signal is that the enrollment results of pedagogical sectors have clearly improved.
In particular, in 2025, in 74 majors with standard scores based on high school graduation exam scores from 28/30 or higher, there are 50 pedagogical majors.
Minister of Education and Training Nguyen Kim Son said that the very high entrance scores for the education sector show the ability to attract social attention.
"This is very good news for the entire education and training sector, showing a growing development trend, vitality and strength for the sector," said Minister Son.

Also according to statistics from the Ministry of Education and Training, the total number of candidates admitted to university in the first round of 2025 on the system is 773,167 (an increase of 95,181 compared to 2024) out of a total of 849,544 registered candidates.
The number of candidates confirmed for admission in the first round is 625,477 - a sharp increase compared to last year, of which the university level alone is 613,335, equivalent to 52.87% of the total number of candidates taking the high school graduation exam (in 2024 it is 51.3%). However, there are still 147,690 candidates who passed the entrance exam but did not enroll in university, accounting for 19.1%.
The Ministry of Education and Training believes that in 2025, organizing a common admission round after the high school graduation exam, and requiring admission methods based on transcripts to use the results of the entire 12th grade year, will reduce costs, reduce injustice, and overcome the situation of 12th grade students neglecting their studies.
Along with that, the regulation on admission methods and admission combinations of a training major based on equivalent conversion of admission scores also overcomes the lack of transparency and fairness.
According to the Ministry of Education and Training, in 2025, there will be 16 training institutions (out of more than 500 enrollment centers of higher education institutions) that have made mistakes and handled them slowly, causing anxiety and frustration for candidates and parents.
The causes of these errors have been promptly identified, mainly in 3 groups:
Firstly, the subjective mentality of some universities and technical staff, who do not clearly understand the regulations, leads to errors when announcing admission conditions and criteria (admission subject combinations, entrance thresholds, additional criteria...).
Second, many training institutions apply different admission methods and admission combinations for the same major but do not ensure equivalent assessment capabilities.
Third, some training institutions abuse the form of bonus points and priority points, leading to some majors having unreasonably high standard scores.
