The Chairman of the People's Committee of Thai Binh province (assigned by the Government to preside over and coordinate the project implementation) has signed the approval of the investment decision for the construction project of the Ninh Binh - Hai Phong expressway through Nam Dinh and Thai Binh under the public-private partnership (PPP) method.
The project has a total investment including interest of 19,784.55 billion VND. Geleximco Group is the investor proposing the project.
Accordingly, the investor will arrange more than 10,447 billion VND in capital (accounting for 52.81%). State capital is 9,337 billion VND (accounting for 47.19%). Of which 6,200 billion VND is from the central budget, 1,462 billion VND is from the Thai Binh provincial budget and 1,675 billion VND is from the Nam Dinh provincial budget.
The route is about 60.9km long, the section through Nam Dinh is 27.6km long and the section through Thai Binh is 33.3km long.
The route is invested and built according to expressway standards with 4 complete lanes, design speed of 120km/h, 24.75m wide roadbed, high-class A1 road surface.
The starting point of the project is at km19+300 at the beginning of the Day River overpass in Nam Dinh, in Nghia Thai commune (Nghia Hung district, Nam Dinh province).
The end point is km80+200 at the intersection between National Highway 37 and the coastal road, in Thuy Trinh commune (Thai Thuy district, Thai Binh province).
It is known that in the fourth quarter of 2024, Thai Binh province will bid for the project widely domestically and organize the selection of investors. The project will start construction in 2025.
The project is expected to be basically completed in 2027 and put into operation from 2028. The toll collection period for capital recovery is 25 years and 4 months.
Previously, on December 25, 2023, the Prime Minister approved the investment policy for this expressway project.
The Ninh Binh – Hai Phong expressway connects the provinces in the South of the Red River and the North Central region with Lach Huyen international gateway port.
After completion, the route will connect with expressways such as the North-South Expressway, Hanoi-Hai Phong Expressway, national highways such as National Highway 10, National Highway 1, National Highway 21, new National Highway 37... and economic development axes such as the Nam Dinh economic development axis, the new Nam Dinh - Lac Quan road, and the Thai Binh - Con Vanh road.
With its nature and role as an inter-regional road, the Ninh Binh - Hai Phong expressway will contribute to increasing traffic connectivity with roads in the region.
Thereby contributing to expanding new development space according to planning orientation, creating momentum, spreading power, promoting and developing the socio-economy of localities in particular and the whole country in general.
The Hai Phong - Ninh Binh expressway is expected to start construction in November 2024.
