Nam Dinh hands over site clearance piles and road boundary markers for the CT.08 expressway project

From November 25 to 27, Nam Dinh Department of Transport will coordinate with relevant units to hand over all site clearance piles and road boundary markers for project implementation, and prepare to hand over the site to serve the implementation of the CT.08 expressway project.


On November 25, Nam Dinh Department of Transport coordinated with Thai Binh Province Traffic Construction Investment Project Management Board to organize the handover of site clearance piles and road boundary markers to serve the implementation of the Ninh Binh - Hai Phong expressway investment project, the section passing through Nam Dinh and Thai Binh (CT.08 project).

Authorities of Nam Dinh and Thai Binh provinces handed over land clearance stakes and road boundary markers for the CT.08 expressway project on November 25.

According to the plan, from November 25 to 27 (3 days), Nam Dinh Department of Transport will coordinate with relevant units, People's Committees of Xuan Truong, Truc Ninh, Nam Truc, Nghia Hung districts (where CT 08 road project passes through Nam Dinh) to hand over all land clearance stakes, road boundary markers for project implementation, and prepare to hand over the site.

Of which, in Nghia Hung district there are 176 posts, 28 road boundary markers; Nam Truc district has 76 posts, 8 road boundary markers; Truc Ninh district has 641 posts, 160 road boundary markers; Xuan Truong district has 443 posts, 72 road boundary markers.

Previously, on November 21, the People's Committee of Nam Dinh province issued a document assigning the People's Committees of the above districts to be the investors to organize the implementation of site clearance work for the project, the section passing through the area, including compensation, support, resettlement, organization of relocation, and return of technical infrastructure works affected by the project.

For power line projects of 110kV or higher, after counting, the People's Committees of districts shall report to the Provincial People's Committee for specific instructions on relocation and return.

At the same time, assign relevant departments according to their functions and tasks to monitor, urge, coordinate, and guide the People's Committees of districts and relevant units on site clearance work; coordinate project implementation, and promptly resolve any problems or issues that arise.

Project CT.08 under the public-private partnership model was approved for investment by the Prime Minister on December 25, 2023; and approved for investment by the People's Committee of Thai Binh province (the agency assigned by the Government) on October 31.

According to the decision, the project's proposed investor is Geleximco Group. The road project is 60.9km long (27.6km through Nam Dinh, 33.3km through Thai Binh), starting at the Day River overpass (Nghia Thai commune, Nghia Hung district, Nam Dinh); ending at the intersection between the new National Highway 37 and the coastal road (Thuy Trinh commune, Thai Thuy district, Thai Binh province); designed according to expressway standards, 4 lanes, 24.75m wide, design speed 120km/h.

On the route there are 23 bridges, 4 overpasses at intersections, 2 rest stops (1 in Truc Ninh district - Nam Dinh, 1 in Kien Xuong district - Thai Binh).

The project is a pilot project using sea sand as foundation material, with a total volume of about 5.2 million cubic meters.

The total investment of the project is more than 19,784 billion VND, including interest. Of which, the capital that the investor is responsible for arranging is more than 10,447 billion VND (52.81%); State capital is 9,337 billion VND (47.19%), of which the central budget capital is 6,200 billion VND, Thai Binh province budget capital is 1,462 billion VND, Nam Dinh province budget capital is 1,675 billion VND. The time for collecting tolls to recover capital is 25 years and 4 months.

Thai Binh province will bid for the project widely domestically, organize investor selection in the fourth quarter of 2024, start construction in 2025, basically complete in 2027, and put into operation from 2028.

According to the project progress review report in early August, to implement the CT. 08 project, it is necessary to reclaim a total of more than 448 hectares of land (agricultural land over 398 hectares, residential land 8.86 hectares, other land over 41 hectares), of which about 221.6 hectares will be reclaimed in Nam Dinh province.

With the recovery of 8.86 hectares of residential land, a total of 936 households in Nam Dinh and Thai Binh are subject to resettlement, of which nearly 600 households are in Nam Dinh province.

Up to now in Nam Dinh province, the government of Nghia Hung district (1.9km through 2 communes) has arranged resettlement sites for 10 households in Nghia Trung commune; Truc Ninh district (15.6km through 11 communes) has planned to arrange 34 scattered resettlement sites; Xuan Truong district (9.1km through 7 communes) has planned to arrange 33 scattered resettlement sites. Only Nam Truc district (1km through 1 commune) has no households that need to resettle.

In Thai Binh province, the Thai Thuy district government (16km passing through 8 communes) has planned to arrange 4 resettlement locations; Kien Xuong district (17.8km passing through 10 communes) has planned 12 residential areas for resettlement with a total area of ​​25.19 hectares, of which 9 residential areas have had their detailed planning approved.
