
The workshop was chaired by: Associate Professor, Doctor Vu Van Phuc, former Editor-in-Chief of Communist Magazine, former Deputy Head of the Central Propaganda Department (now the Central Propaganda and Mass Mobilization Department); Head of the Department of Party Base and Party Members, Central Organization Department Tran Viet Cuong.
Speaking at the workshop, Dr. Trinh Quang Bac, senior expert of the Department of Party Grassroots and Party Members, said: As of August 31, 2025, the entire Party has more than 50,000 (nearly 51,000) grassroots Party organizations with more than 5.6 million Party members, including 8,341 grassroots Party organizations in various types of enterprises, 3,302 grassroots Party organizations and 294,713 Party members in state-owned enterprises.
These figures not only show the scale, but also reflect the position and particularly important role of the state-owned enterprise sector in the political system and national economy.
To lead economic development and strengthen Party building, recently our Party has had many important policies and resolutions on enhancing the leadership role of Party committees in state-owned enterprises and the role of Party committee members in state-owned enterprises.
Reality shows that the leadership capacity of Party organizations and Party committees at many state-owned enterprises still has shortcomings and limitations. Specifically, the relationship between the Party committee, the board of members/board of directors and the board of general directors at some units has not been clearly defined, sometimes overlapping or lacking close coordination, leading to difficulties in making strategic and timely decisions...
The workshop received 34 presentations, with contents on: Position and role of grassroots Party organizations in state-owned enterprises; promoting the role of state-owned enterprises in the new era; situation of grassroots Party organizations in state-owned enterprises and some recommendations to improve the quality of operations; strengthening inspection and supervision of Party committees in state-owned enterprises; promoting digital transformation in leadership and management of Party committees in state-owned enterprises...
In the discussion "The operating mechanism of state-owned enterprises affects the leadership capacity of Party committees", Master Nguyen The Hung (Organization Committee of Hai Phong City Party Committee) raised the issue that for state-owned enterprises to develop sustainably and properly implement political orientations, the leadership capacity of Party committees at enterprises plays a decisive role. However, this leadership capacity does not exist independently but is strongly influenced by the specific operating mechanism of state-owned enterprises - a business model that must comply with both market rules and complex administrative regulations on state capital management, personnel work and implementation of political and social goals.
In practice, this mechanism has created barriers, forcing the Party Committee to face major challenges, leading to shortcomings and limitations such as: Resolutions of the Party Committee lack flexibility, decision-making speed is slow and the risk of overlapping authority is high. From there, it is proposed to build an operating mechanism that allows the Party Committee to focus on political leadership, strategy and inspection and supervision in accordance with the Party's spirit, while at the same time giving maximum autonomy and self-responsibility to the executive apparatus according to the market mechanism...

Delegates focused on discussing and clarifying the position and role of state-owned enterprises in the development of the Vietnamese economy and general issues on improving the leadership capacity of Party Committees in state-owned enterprises. The mechanism of leadership of units and Party Committees, clearly distinguishing the leadership role of Party Committees from the business management role of the Board of Members/Board of Directors and the management role of the General Director, to ensure consistency without interference or overlap.
Delegates assessed and analyzed the current leadership capacity of Party committees in state-owned enterprises in recent times; clarified difficulties and obstacles in streamlining the apparatus and changing the management model of Party organizations in state-owned enterprises.
Based on the above theory and practice, from a scientific perspective, initially propose a number of solutions to contribute to improving the leadership capacity of Party Committees for State-owned enterprises in the current new situation, such as: Criteria and methods for selecting Party Committees with qualifications, capacity, and moral qualities; solutions to strengthen the role of Party Committees in evaluating and improving the quality of cadres; solutions to build Party organizations in State-owned enterprises and improve the quality of Party cell activities, Party member development and Party development in State-owned enterprises; Inspection and supervision work of Party Committees in State-owned enterprises.
In addition, it is necessary to soon issue a set of standards and a digital transformation framework for party work that is applied uniformly throughout the state-owned enterprise sector, as a basis for Party committees at all levels to implement synchronously, avoiding the situation of "each place has its own style"; build a mechanism for assigning work, directly linking the responsibilities of Party cell secretaries and Party committee members with the production and business performance results of the responsible department...

In his concluding remarks, Mr. Tran Viet Cuong, Head of the Department of Party Bases and Party Members, Central Organization Committee, emphasized that after the workshop, the Project Steering Committee seriously absorbed all opinions, experiences, and practical models to complete the synthesis report, advisory report, and recommendation report, and submit them to the leaders of the Central Organization Committee for research and advice to the Politburo and the Secretariat to issue appropriate policies and guidelines.
Along with that, the Project Management Board continues to clarify theoretical and practical issues on the leadership capacity and fighting strength of Party committees and Party organizations in state-owned enterprises; clearly defining the role and position of state-owned enterprises in the socialist-oriented market economy and in the process of building and developing the country. At the same time, thoroughly analyze and objectively and comprehensively assess the current status of leadership capacity of Party committees in state-owned enterprises; clearly point out the dialectical relationship between the leadership of Party committees and the administration and management of enterprises, thereby proposing a closer and more effective coordination mechanism between the Party Committee and the Board of Directors and General Director. Party committees, Party organizations and especially the heads must truly set an example, promote the highest political responsibility, steadfastly and persistently implement the resolutions, directives and regulations of the Central Committee on strengthening Party building in state-owned enterprises, considering this a decisive factor for the sustainable development of enterprises...
The workshop will be an important basis for competent authorities to consult, research, propose, and advise functional agencies to issue breakthrough policies and solutions, contributing to improving the leadership capacity of Party committees towards state-owned enterprises.
