Project Management Board for Investment and Construction of Agricultural and Rural Development Works

In 2023, the Ha Tinh Agriculture and Rural Development Construction Investment Project Management Board made a breakthrough in managing and implementing projects in the fields assigned and entrusted by the Provincial People's Committee, contributing significantly to the results of public investment disbursement in the province.

According to Ms. Nguyen Thi Anh - Director of the Ha Tinh Agricultural and Rural Development Construction Investment Project Management Board, administrative reform is identified as a key factor, so in 2023, the unit will focus on stabilizing the apparatus, perfecting operating regulations, and seriously evaluating the results of task implementation to create a democratic, objective and transparent working environment, thereby strengthening internal solidarity and arousing the dedication of civil servants and employees. The unit also focuses on investment outreach and promotion activities with very positive results when 10 projects were assigned and capital was allocated for implementation with a total investment of nearly 700 billion VND; at the same time, it will continue to approach a number of potential projects with high feasibility, which will be implemented in 2024.

At the same time, the board also focused on identifying the existing problems of a number of previously prolonged projects to have appropriate solutions and roadmaps to resolve them, and so far they have been basically resolved... With many breakthrough innovations in management and operation, high determination in overcoming difficulties and obstacles, the Ha Tinh Agriculture and Rural Development Construction Investment Project Management Board has performed well its political tasks in 2023 (assigned to manage investment preparation, implementation, and settlement of 45 projects, including 2 projects entrusted by the Department of Agriculture and Rural Development - handling existing problems and settlement). The programs and projects are basically on schedule, ensuring quality and aesthetics...

To ensure the progress of the projects, at many times in 2023, the Ha Tinh Agricultural and Rural Development Construction Investment Project Management Board directed contractors to work overtime at night.

It can be mentioned that the main Linh Cam canal of the Ngan Truoi - Cam Trang irrigation system project phase 2 has been basically completed, promoting good efficiency in ensuring irrigation for key agricultural production areas in Duc Tho, Can Loc and Thach Ha districts.

The Ha Tinh sub-project - Emergency disaster recovery project in some Central provinces has been completed, the works put into use have been effective, and have been highly appreciated by the WB, the Provincial People's Committee and the beneficiary units.

The investment project to build the infrastructure for fisheries logistics services at the Cua Khau - Ky Ha storm shelter has been completed and put into use, ensuring that boats can anchor to avoid storms, and that seafood can be gathered and transited in the southern region of the province.

The project to modernize the forestry sector and enhance coastal resilience has completed a series of activities after a period of preparation, making Ha Tinh a province with implementation results in the top group, highly appreciated by the World Bank and the Central Project Management Board, and completed infrastructure works to effectively serve production and forest protection activities.

The Cau Dong canal project, once completed (December 2024), will ensure the synchronous and effective promotion of the Ngan Truoi - Cam Trang irrigation system project as set out in the objectives.

In addition, projects for storm shelters for fishing boats in Cua Khau and Ky Ha (phase 2); sluices under La Giang dike; and Cua Nhuong fishing port have all been and are preparing to start construction. 8 projects to urgently overcome the consequences of natural disasters in 2022 and the project to protect the banks of Ngan Sau river through Hoa Lac commune, although newly assigned, have been urgently completed with paperwork, accelerated construction and completed disbursement in 2023 according to capital regulations.

In particular, after the preparation period, the projects have been appraised and approved (including major projects such as: flood drainage system, flood prevention in the administrative center of Ky Anh district and surrounding areas; enhancing flood drainage capacity downstream of Ke Go lake); projects under appraisal: drainage system in key agricultural production communes of Duc Tho and Can Loc districts and Hong Linh town, 13 concentrated clean water projects in rural areas... are a solid premise for the unit's operations in the coming time.

The project to overcome landslides on the banks of the Ngan Truoi River through Quang Tho Commune (Vu Quang) is a typical example of progress, quality, and aesthetics in construction investment projects of the Ha Tinh Agricultural and Rural Development Construction Investment Project Management Board in 2023.
