Yen Son commune was established on the basis of merging 4 communes and towns including: Tu Quan, Lang Quan, Chan Son and Yen Son town. The commune has a natural area of 117.92 km2; a population of 31,560 people, including 17 ethnic groups living together, mainly Kinh, Tay, Nung, Dao, Cao Lan. After nearly 2 months of operating the 2-level local government, the commune's Public Administration Service Center has received 1,366 administrative procedure records, specifically: 71 records in the fields of Economy , infrastructure and urban areas, agriculture and environment (land sector alone: 38 records); 494 records in the field of authentication; 326 records in the field of civil status; 475 records in the field of culture - society.

Yen Son Commune Administrative Service Center serves people in handling administrative procedures.

Comrade Vuong Minh Thong, Vice Chairman of the Commune People's Committee, Director of Yen Son Commune Public Administration Service Center, shared: "We always consider administrative procedure reform as the focus of public service culture. With a scientific working process, technology application and dedication of staff, people's waiting time has been significantly shortened. The transparent procedure listing board and convenient QR code help people easily prepare documents. Many procedures can be handled online, significantly reducing people's travel."

Not only in administration, public service culture at the grassroots level is also clearly demonstrated in emergency situations. Lieutenant Colonel Mua Mi Quang, Chief of Tat Nga Commune Police, recounted: “On the night of August 22, heavy rain caused heavy damage. The family of Mr. Nung Y Min, in Tham Noong village, had a large tree uprooted and fell straight into their house, damaging the entire roof of the middle room.

Upholding the responsibility of “Serving the people”, the Commune Police force coordinated with the security and order protection force and the people to urgently help the family repair the roof. The spirit of “four on-site”, “three ready” is the motto of the grassroots police, so that the people can see that, in any situation, when the people need, when the people are in trouble, the police are there.

Gaps that need to be shared

Behind the sign "Public Administration Service Center", where people expect to be served quickly and neatly, there is a lot of pressure that grassroots officials have to shoulder.

Ms. Ma Thi Hao, a specialist in the field of Justice - Civil Status, Yen Son Commune Public Administration Service Center, said: "Sometimes, when guiding people to declare and enter data into the system, people feel restless and impatient, but in reality, many people are not familiar with the process of submitting documents online, so the staff must give very detailed and specific instructions. This takes a lot of time, affecting the overall progress, but for us, the service attitude is always a big plus to build trust among the people, helping us to quickly resolve procedures and accompany people in the process of digital transformation."

Ms. Nguyen Thi Thao, a resident of Tram An village, Yen Son commune, expressed: "Now that the Public Administration Service Center accepts online applications, I think people also need to change their habits, take the time to learn and get used to electronic operations."

It can be seen that public service culture at the grassroots level is the “key” for the two-level government to operate effectively. At the place closest to the people, a smile, a sincere instruction or a quickly resolved procedure has more weight than any slogan.
