Prime Minister Pham Minh Chinh has just signed an official dispatch requesting ministries, branches and localities to focus on resolving backlog projects, stop construction, urgently deploy, complete and put them into use to prevent waste and loss.

The Prime Minister pointed out that besides efforts to completely handle backlogged and suspended projects, there are still many works and projects that have not been promptly resolved by authorities at all levels, sectors, agencies and units, causing backlogged and suspended construction projects to last for a long time.

Such as: Investment project to build Can Tho City Oncology Hospital, project of second facility of Bach Mai Hospital and Viet Duc Hospital, flood prevention project in Ho Chi Minh City area, Vicem Operation and Transaction Center...

"This situation causes waste of resources and public outrage," the Prime Minister assessed.

To focus on thoroughly resolving existing problems, promptly completing and putting into use backlogged projects, long-term construction halts, headquarters, offices, etc., the Prime Minister requested ministers, heads of ministerial-level agencies, government agencies, and chairmen of People's Committees of provinces and centrally-run cities to thoroughly grasp and seriously and effectively implement General Secretary To Lam's direction on combating waste.

The Head of Government requested to effectively implement the Government's resolutions and the Prime Minister's instructions on the effective use of resources, quickly deploy works and projects, avoid loss and waste, especially backlogged projects, projects that have stopped construction, headquarters of ministries, agencies, state-owned commercial banks, investment projects in production and business at corporations, state-owned general companies, hospitals, student dormitories, etc.

Ministers, heads of ministerial-level agencies, government agencies, and chairmen of People's Committees of provinces and centrally-run cities need to review and compile statistics on all backlogged projects, construction works, headquarters, and offices that are not in use or are being used ineffectively within their scope and management area.

Accordingly, ministries and branches urgently develop plans and measures to handle backlogged projects and works, construction stops, slow-progress construction, and effectively use headquarters and office buildings, and report to the Prime Minister before November 30.

The Prime Minister also requested to clearly define the responsibilities of work content, progress, completion time, and implementing agencies and units to serve as a basis for urging, checking, monitoring and evaluating.

If there is any content beyond the authority, promptly review, clearly report the content, problematic regulations, propose solutions, the responsible agency will resolve and the competent authority will decide, report to the Prime Minister for consideration and direction for timely handling before November 30.
