Ms. Hoang Thi Luyen in Yet Kieu commune (Gia Loc) said: "In the past, some people riding electric motorbikes on village roads often did not wear helmets, young men riding motorbikes carrying three people speeding, making me always feel nervous when going out on the street... Currently, with the strictness of the law, I see that everyone's awareness of traffic compliance has increased, thereby ensuring safety for everyone."
That is not only the feeling of Ms. Luyen and many people in the province. According to the records of the local traffic police force, after more than 1 month since Decree 168 took effect, the awareness of law compliance of people in the whole province has changed positively in both urban and rural areas. People strictly follow the regulations on wearing helmets, traffic light signals, and travel more slowly... This change is not only when people participate in traffic on national highways and provincial roads, but also on commune and village roads.
The above results are due to the fact that before and after Decree 168 took effect, the local Traffic Safety Committee and traffic police force have increased propaganda work.
In January, Hai Duong Provincial Police coordinated with information and communication agencies such as Hai Duong Newspaper, Provincial Radio and Television Station to propagate activities to ensure traffic order and safety, fight against crimes of traffic police forces across the province, and strengthen propaganda about Decree 168...
The provincial traffic police force organized 75 propaganda sessions for 31,920 workers, laborers, students, and teachers of schools. The propaganda content focused on some new points of the Law on Road Traffic Order and Safety, Decree 168, and instructions on safe driving skills. The Traffic Police Department, the Provincial Police, and local traffic police forces in the province installed hundreds of propaganda signs on the penalty levels according to Decree 168 for the act of running red lights at intersections with traffic lights...
Strictly handle violations
Along with propaganda work, traffic police forces across the province have increased patrols, controls, and strictly handled violations.
At 7:55 p.m. on January 24, a working group of the Traffic Police - Order Team, Ninh Giang District Police, was on patrol and control duty on the inter-commune road of Nghia An. The working group asked Mr. NNQ, born in 1997, in Tan Huong Commune (Ninh Giang), riding a 29L5-335.65 motorbike, to measure his alcohol concentration. The measurement results determined that Mr. Q. had an alcohol concentration exceeding 0.4 mg/l of breath. For this violation, Mr. Q. was fined 9 million VND for administrative violation, an increase of 2 million VND compared to the old fine. Mr. Q. explained that he had a few drinks because he went to a year-end party. This will be an expensive lesson for Mr. Q.
According to the Traffic Police - Order Team, Ninh Giang District Police, from January 1 to February 9 (since Decree 168 took effect), the unit detected and handled 299 cases of traffic safety violations, fined more than 1.3 billion VND, detained 125 vehicles, revoked 34 driving licenses, and deducted points from 44 driving licenses. Of which, 71 cases violated alcohol concentration, 83 cases violated speed, 38 cases ran red lights...
Lieutenant Colonel Tang Xuan Quang, Captain of the Traffic Police - Order Team, Cam Giang District Police, said that from January 1 to February 9, the team detected and handled 481 cases of traffic safety violations, fined more than 2.1 billion VND, detained 136 vehicles, revoked 38 driving licenses, and deducted points from 65 driving licenses. Of these, 98 cases were alcohol violations, 27 cases were overloaded, and 93 cases were speeding.
Over the past month (from January 1 to February 9), the traffic police force in the whole province detected and handled 7,175 cases of traffic safety violations, fined 25.9 billion VND, revoked 341 driving licenses, and deducted points from 1,078 driving licenses. Of which, 1,300 cases were alcohol violations, 2,202 cases were speeding violations, 70 cases were overloading, 145 cases were running red lights, 97 cases were going the wrong way, prohibited roads, etc.
People's awareness of voluntarily complying with traffic laws has been raised, combined with the synchronous deployment of authorities to strictly handle violations, contributing to reducing the number of cases and damage caused by traffic accidents and collisions in localities.
In January 2025, traffic accidents in Hai Duong decreased in 2 criteria: number of cases, number of injured people, and increased number of deaths. The whole province had 50 traffic accidents and collisions, causing 18 deaths and 44 injuries; a decrease of 26 cases, an increase of 2 deaths, and a decrease of 29 injuries compared to the same period in 2024.
Decree 168 has brought about significant changes in localities. However, to achieve the goal of reducing traffic accidents in a sustainable manner, we need to continue to implement many solutions synchronously and effectively, in which people's awareness of compliance plays a key role.
Most accidents are caused by subjective errors.
Through analysis by the Provincial Traffic Safety Committee, it is shown that the cause of the complicated traffic accident situation in rural areas is due to the fact that some rural roads are still narrow. Traffic awareness of a part of the people is still not good, some people have a subjective mentality, thinking that when going from house to house, on village roads, commune roads, they do not need to wear helmets, they can carry more people than the prescribed number. Some people in rural areas when participating in funerals, weddings, parties drink alcohol, beer but when leaving, they still participate in traffic. In addition, the situation of encroaching on the roadside to sell goods, gather construction materials... is still common in many areas.
To minimize traffic accidents in rural areas, along with continuing to promote propaganda work, in the process of planning and constructing rural traffic, all levels, sectors and localities need to expand the road system to ensure visibility, curves, and strengthen the road signaling system...

Strengthening propaganda about Decree 168
In Yet Kieu commune (Gia Loc), the propaganda about traffic safety for people on mass media, through conferences and meetings has been promoted. The locality also regularly mobilizes forces to clear violations and propagates to remind people not to encroach on the roadway and sidewalk. Since the implementation of Decree 168, we have increased propaganda about new regulations and fines so that people can understand and raise their awareness of obeying traffic laws. From there, people understand that obeying traffic regulations not only protects themselves but also protects those around them.

Obey traffic rules to protect yourself.
In the past, when going to the village or to the fields, most of the other people and I went bareheaded or just wore regular hats because we thought we were going a short distance. At places where there were traffic lights but no traffic police, we sometimes did not strictly comply. Since Decree 168 took effect, the fines for traffic violations have increased, so I and those around me, whether going far or near, are more careful. We follow the traffic rules to protect ourselves and avoid fines, because paying a fine of a few million is like losing almost a month's salary.
