In addition, Decree No. 126/2024/ND-CP, effective from November 26, 2024, replacing Decree No. 45/2010/ND-CP dated April 2, 2010 and Decree No. 33/2012/ND-CP dated April 13, 2012 of the Government , has paved the way for the Traditional Associations of Veterans and soldiers who participated in the fight to protect the Vi Xuyen border after returning from the army to have a space and environment for voluntary activities according to the groups they love with non-profit and legal purposes.

In harmony with the general atmosphere, on September 21, 2025, at Dong A ward, the Department of Home Affairs of Ninh Binh province held a launching ceremony and announced Decision No. 591/QD-UBND dated September 3, 2025, on recognizing the Steering Committee for the establishment of the Vi Xuyen Traditional Soldiers Association of Ninh Binh province, consisting of 5 members headed by War Veterans, Colonel Bui Xuan Phuong. The Association acts as an advisor to the Party Committee and as the core to gather, unite, and mobilize members and War Veterans to carry out political and social tasks, and to perform well the 7 tasks stipulated in the Charter of the Vietnam War Veterans Association.

During the years of the war to protect the northern border of the Fatherland, Ninh Binh province had more than 10 thousand children participating in the battle in the formations of divisions 3, 31, 312, 313, 314, 316, 325, 356...; brigades 168, 297, 368, 543...; affiliated regiments and all military branches. In the context of the country being on the path of development, preserving and promoting the tradition of patriotism and the morality of "When drinking water, remember its source" is extremely important.

The veterans, especially the soldiers who directly participated in the fight to protect the northern border in Vi Xuyen, have made great contributions and sacrificed their blood for the independence and freedom of the Fatherland. However, after many years, some veterans in Vi Xuyen in Ninh Binh province are facing many difficulties in life and need attention, encouragement, and support from the community. The establishment of the Vi Xuyen Soldiers' Tradition Association in Ninh Binh province is extremely necessary to gather and unite veterans who fought in Vi Xuyen and are currently living and working in Ninh Binh province; promote the tradition of Uncle Ho's soldiers and the heroic tradition of Vi Xuyen soldiers in the cause of building and defending the Fatherland; care for the material and spiritual life of members, support each other in times of difficulty and adversity; carry out charitable activities, repay gratitude, show gratitude to those who sacrificed, help families of martyrs and wounded soldiers; educate the tradition of patriotism and strong will for the younger generation.

When established, the Traditional Association of Vi Xuyen Soldiers of Ninh Binh province will have a clear motto and purpose, which are: Solidarity, affection, comradeship, loyalty; gathering veterans who fought at the Vi Xuyen Front, currently living and working in Ninh Binh province; preserving and promoting the tradition of patriotism and the tradition of Vi Xuyen Soldiers; caring for the lives and supporting members; participating in social activities, contributing to building a rich and beautiful homeland of Ninh Binh; depending on the ability and the Association's Charter, can participate in other charitable and humanitarian activities launched by the locality...
