Military Region 2 has many difficulties that affect the implementation of mass mobilization tasks such as: Ethnic minorities account for nearly 40% of the population, the poverty rate is still high, the terrain is mountainous, traffic is easily cut off when it rains, storms, flash floods, landslides, rockslides cause great damage to people and property.

Identifying the work of mass mobilization in preventing, combating, overcoming the consequences of natural disasters, searching, rescuing and saving victims as a "combat mission in peacetime", the Party Committee and Command of Military Region 2 have focused on leading and directing units to proactively develop plans, mobilize and ensure the highest level of forces and means, ready to participate in overcoming the consequences, evacuating people and property to safe places, minimizing damage to people's lives and property.

In recent times, units have focused on improving the quality of training, coaching, fostering the capacity of command organization, coordination and cooperation in handling situations of cadres at all levels; mastering tasks, proficiently using rescue equipment; closely combining professional training with building political mettle and the will to overcome difficulties in performing tasks; strengthening information and propaganda work to warn, forecast early weather situations, and disseminate prevention, control and response measures.

Thanks to that, the Party committees, commanders, officers and soldiers have increasingly effectively implemented mass mobilization work in preventing, combating and overcoming the consequences of natural disasters, searching, rescuing and saving victims. The army has been proactive, ready to be present in difficult and arduous places to help localities overcome the damage caused by natural disasters, catastrophes, epidemics and other non-traditional security threats, protect people's lives and property, contributing to consolidating and strengthening national defense and security, building an increasingly solid "people's hearts and minds position".

Building good feelings about Uncle Ho's soldiers

Along with leading the successful completion of the central political tasks, the Party Committee of the 108 Central Military Hospital always thoroughly grasps the Party's viewpoint that "people are the root". The Resolution of the Hospital Party Congress determined: Building a "Happiness-Academy-Heart-Treatment-Credibility" hospital, taking the patient as the center, leading the mass mobilization work must first of all do a good job of mass mobilization work at the Hospital with practical actions such as: Digital transformation in the medical examination process, creating convenience, improving the quality of examination and treatment; training medical ethics, serving patients wholeheartedly. Through that, the hospital's young doctors are trained to be challenged, practice a sense of organization and discipline, improve mobility, be ready to receive and complete tasks, strengthen the medical capacity of the locality, improve people's knowledge, gradually eliminate backward customs, leaving a good impression of the image of Uncle Ho's soldiers.

From the results achieved, the Hospital Party Committee has drawn some experiences. That is, it is necessary to have a close leadership resolution, develop a specific and detailed plan, thoroughly educate cadres and employees on the sense of responsibility, awareness of good compliance with mass mobilization discipline, and spirit and attitude of serving the people. The leaders do a good job of preparing all aspects for each activity, closely and in detail coordinating with the Party Committee, the government, mass organizations, and the armed forces in the area. Grasp the specific requirements and conditions, make an activity plan close to each locality, on that basis, invest in a way that is both practical and suitable to the unit's capacity. Coordinate with the locality to build a mechanism, organize unified activities, and promote the responsibility of local medical staff in exploiting and using medical equipment effectively.

Good model, effective operation

In recent years, the mass mobilization and special propaganda work, the emulation movement "Skilled mass mobilization", building "Good mass mobilization units" in the Vietnam Coast Guard have been deployed with vivid forms and methods, concretized by the Program of coordinating the implementation of mass mobilization work "Coast Guard accompanies fishermen"; the model of mass mobilization work "Coast Guard with ethnic and religious compatriots"; widely deployed in coastal provinces and cities and a number of provinces and cities across the country. These are two programs that are most closely associated with the lives of the people and fishermen; bearing the characteristics of the Vietnam Coast Guard. The results achieved have contributed to improving the effectiveness of propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws, legal education for the people; building safe areas, strong political systems; helping people develop socio-economy, culture, eliminate hunger and reduce poverty; is a fulcrum for fishermen to go offshore, stick to the sea, contributing to maintaining security and sovereignty of the sea and islands of the Fatherland.

From the organization and implementation of the movement in the Vietnam Coast Guard, some experiences can be drawn, which are: Always attach importance to innovating the content, form, and method to ensure that it is suitable to the characteristics of the tasks of each agency, unit, and the level of awareness, law compliance, and socio-economic living conditions of the people and fishermen in the locality. Coordinate and mobilize the support and participation of central and local news agencies and newspapers in information and propaganda work, spreading the good meaning of the activities among all classes of people and the whole society. Do a good job of summarizing, drawing experiences, disseminating, and learning creative and effective ways of doing things; promptly commend and reward collectives and individuals with achievements in implementing the emulation movement.

Always accompany and help the people

From the right guidelines, policies and steps, the mass mobilization work of the city's armed forces has many new models, creative and effective ways of doing things, mobilizing the entire city's political system and the people to participate; highly appreciated by the Ministry of National Defense and the Military Region, commended and widely implemented in the military units of the Military Region, typically: Military-civilian Tet model; Military-civilian Tet celebrating Chol Chnam Thmay. "Direct dialogue with policy subjects in the city" is also one of the models that we first organized in the Military Region's armed forces, which has very practical significance. In the past 5 years, the unit has organized hundreds of policy dialogues with people with meritorious services to the revolution, with thousands of participants. Through the dialogue, new policies of the Party and State have been promptly disseminated and propagated, and opinions of subjects have been satisfactorily resolved, contributing to building and consolidating firm trust in the Party, State and Army.

In addition to the above models, the work of "mobilizing Catholics to participate in national defense knowledge classes" is also a bright spot of the city's military. In the period of 2021-2025, agencies and units at all levels have opened hundreds of classes for tens of thousands of religious dignitaries, officials, and followers of various religions and ethnic groups to participate in. In particular, when the Covid-19 pandemic broke out, the City Military Command had many new and creative models to help people, such as: Harvesting and purchasing agricultural products from people; organizing zero-dong booths; Can Tho City Military Program "Sharing love, imbued with affection", accompanying and helping people overcome difficulties due to the impact of the Covid-19 pandemic...

Actively learn ethnic languages

Economic-Defense Group 78 (Army Corps 15) is located in 11 villages and hamlets in 2 border communes; with a population of nearly 2,500 households and 9,416 people; there are 19 ethnic groups living together; of which ethnic minorities account for more than 70%. Over the past 5 years, the group has implemented many good models and practices, bringing high economic efficiency and practicality; helping people settle down and build cultural highlights in border areas. To effectively propagate, we incorporate into meetings in villages and hamlets, visits, meetings with village elders, village chiefs, prestigious people, gift giving, cultural-artistic exchanges, physical education and sports and emulation movements.

To improve the quality and effectiveness of the "Skilled Mass Mobilization" emulation movement, and build a "Good Mass Mobilization" unit in ethnic minority areas, in the coming time, we will continue to be proactive and self-study ethnic languages; take advantage of holidays and breaks to go to villages and hamlets to exchange and understand the customs and practices of ethnic minorities; regularly do a good job of exchanging information, closely coordinating with local agencies, units, departments and branches. For the "Skilled Mass Mobilization" model, the 4 criteria are that the model needs to be built on the basis of a firm grasp of the situation and characteristics of the locality and unit, and is agreed and supported by the people; the model needs to bring specific benefits to the people, solving pressing problems and difficulties of the people; the model needs to be replicated within the area of ​​​​the military base, creating a spread, encouraging everyone to learn and follow; the model needs to have data and verifiable documents to evaluate the effectiveness and reliability.
