Make a breakthrough in research and development of weapons and equipment
Resolution 57 of the Politburo and Resolution No. 3488 of the Central Military Commission have identified science and technology (S&T) as the field that directly creates breakthroughs and enhances the potential of the Defense Industry (DID), not only meeting immediate requirements but also having strategic significance, creating a solid and long-term foundation for the cause of building and defending the Fatherland.
In my position as Deputy Director of the General Department of Defense Industry in charge of science and technology, I, together with the Party Committee and the General Department's commanders, have deployed many solutions and at the same time promoted the Emulation Movement for Victory to create "breakthroughs and innovations in scientific research, contributing to the modernization and enhancement of the Army's combat strength".

With high political determination, drastic direction and management, from 2020 to now, over 80% of scientific research products have been applied into production; 90 types of technical equipment and weapons have been assigned to mass production "O"; 141 types have been assigned to production and major repair. Many types of new generation, modern infantry weapons and military weapons have been successfully produced by the General Department of Research... From the results of scientific and technological research work, it has contributed to putting Vietnam into the list of a few countries in the world that can independently research, design, produce, and repair most types of weapons, equipment, and ammunition for infantry divisions with enough troops and gradually master the design, manufacture, repair, and modernization of weapons for military branches.
Faced with the increasingly high demand for building a proactive, self-reliant, self-reliant, dual-purpose, and modern defense industry; in my assigned position, I will continue to thoroughly grasp the Party's policies and orientations, especially Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation, and digital transformation; constantly strive to build science and technology potential, innovate thinking and methods, and together with the Party Committee and the General Department of Defense Industry, create a breakthrough in the research and development of weapons and equipment, meeting the Army's modern combat requirements in the new situation.

Over 3 decades of construction, integration and development have recorded the journey of continuous and persistent efforts, building the glorious tradition of the 20th Corps: "Solidarity, dynamism, creativity, excellent completion of national defense and economic tasks". With the nature of diligence, hard work, not afraid of difficulties and hardships, always intelligent, creative, with the organization, discipline and spirit of a soldier, generations of officers and employees of the 20th Corps are always passionate about their profession, trying to explore, "continuously innovate and create"; "take shortcuts, take the lead"; "use science and technology as the spearhead"; "try to be a pioneer". In all activities, always complying with and upholding the law, taking customers as the center, thanks to that, Corps 20 has achieved many outstanding achievements, clearly positioning itself as the leading position in the port exploitation and logistics services industry in Vietnam.

With its experience, the 20th Corps has always successfully completed both military and defense missions and production and business; becoming a typical bright spot in the country in combining economy with defense, recognized and highly appreciated by the Party, State, Army and people. In the new period, the 20th Corps has determined its strategic goal to become the leading national enterprise in marine economy, operating in multiple sectors, modern, green and developing sustainably, always pioneering in the country's maritime industry, competitive enough in the international arena; at the same time maintaining its core role in ensuring national defense and security at sea; contributing directly to the cause of building and protecting the country early, from afar, firmly protecting the sacred sovereignty of the sea and islands of the Fatherland.

Selflessly helping people prevent natural disasters and floods
Regiment 98 (Division 316, Military Region 2) is one of the first main units of the Vietnam People's Army. Upholding the tradition of "Loyalty, determination, thoroughness, solidarity, creativity, proactively overcoming difficulties", currently, in addition to the core political task of training and combat readiness, Regiment 98 determines that participating in helping people prevent and overcome the consequences of natural disasters, and search and rescue is a noble responsibility, a "combat mission in peacetime".

With the spirit of "The army must proactively come to the people, not wait for the people in difficulty to come to the army", in recent years, thousands of officers and soldiers of Regiment 98 have been present in time in places heavily affected by storms and floods. One of the typical examples was in September 2024, when storm No. 3 - super typhoon Yagi caused a terrible flash flood in Lang Nu village (Lao Cai). That very night, 300 officers and soldiers marched through rain, storms, landslides, and isolation to reach the scene. The tragic scene with the village buried in mud and soil made many people cry, but everyone put aside their emotions, urgently started searching, rescuing, burying the victims, and helping people rebuild their lives.
During the days of being immersed in mud, the officers and soldiers of Regiment 98 faced countless difficulties and dangers: the risk of landslides, the smell of corpses, inaccessible mechanical vehicles, forced to use bare hands and rudimentary tools to search... but they remained steadfast. At the end of the mission, in the moment of farewell, the people of Lang Nu presented the Regiment with the National Flag - a sacred symbol of faith and gratitude. From that, the officers and soldiers of Regiment 98 reminded themselves to continue to promote tradition, maintain political courage, train fighting spirit, build a strong and comprehensive unit, always worthy of the trust and love that the Party, State and people placed in them.

Peacekeeping - a journey of many emotions and many impressions
Standing at the Victory Emulation Congress for the entire army today, I am extremely proud to share my story - one of 95 female soldiers who have participated and are participating in the United Nations peacekeeping mission.
In November 2021, at the age of 30, I received the decision to become the 7th female soldier of Vietnam to be sent to the Central African Republic Mission, in the position of the first communications officer. Joy was mixed with worry: the host country was unstable, the epidemic was raging, the climate was harsh, the language and culture were different, while the Lunar New Year was approaching. I told myself: Carrying on my shoulders the national mission, the trust of the Army and the image of Vietnamese women, I had to be strong to move forward.

The first days in Central Africa were a series of real challenges. Temperatures reached 42 degrees Celsius, the rainy season brought floods, and diseases were always lurking. There were sleepless nights because of gunfire, and I missed home terribly. But the spirit of Uncle Ho's soldiers helped me overcome it. I learned the language while doing my duty, determined to complete the important task of connecting information, spreading the message of peace, and reflecting the efforts of the Blue Berets in protecting civilians and rebuilding the country.
In addition to my professional work, my teammates and I organized literacy classes, gave gifts to orphans, disseminated gender knowledge, and guided people in farming and disease prevention. An unforgettable memory was the “Festival for Peace” program for children. When a child held my hand and said: “Merci Vietnam”, I understood that all the hard work and sacrifice were truly worth it.
379 days of work have trained me in mettle, determination and dexterity in a multinational environment. I am more aware that: Peacekeeping is not only an international mission, but also a sacred responsibility to the Fatherland. Returning from the Mission, I hope that many comrades, especially female soldiers, will have the opportunity to continue that journey, so that the image of Vietnam will shine brighter on the world peace map.

5th Water Commando Brigade, Special Forces:
Forging a will of steel in the middle of the ocean
Vietnam's seas and islands are a sacred part of the Fatherland, holding a particularly important strategic position in terms of national defense, security and sustainable development. In that place at the forefront of the storm, there is a special force, day and night training its mettle in hardship, ready to receive and complete especially difficult missions. That is the officers and soldiers of the 5th Water Special Forces Brigade, Special Forces Corps.
For them, training is not just a normal technical-tactical exercise but is actually a "battle" to hone their mettle, will, endurance and combat skills. To improve the quality of training and successfully implement resolutions and directives from above, the Brigade has proactively adjusted the plan, extending the training time at sea from 1 month to 3-4 months, organizing training according to plans close to combat reality. In the past 5 years alone, the unit has had more than 30 trips, bringing nearly 10,000 officers and soldiers for long-term training in the seas, islands and platforms of the Fatherland; organized more than 30 combat exercises of different scales, ensuring that troops are proficient in all forms of tactics and flexibly handle all situations.
The Emulation Movement for Victory is closely linked to the training mission, becoming the driving force for each officer and soldier to overcome hardships and forge a will of steel. Thanks to that, 100% of the Brigade's training contents and subjects achieved good and excellent results; 100% of the water commando force swam dozens of kilometers, could dive to depths of dozens, even hundreds of meters, mastering the ocean in all weather conditions.
Keeping in mind Uncle Ho's teaching: "Special forces are special tasks, special honors, and require special efforts", officers and soldiers of the 5th Water Special Forces Brigade continue to promote the tradition of heroic Special Forces, uphold the will to win, and deserve to be an elite, especially trustworthy force, a "steel shield" on the sea and islands at the forefront of the Fatherland.
