Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation is one of the four pillar resolutions, an important institutional foundation to bring the country into a new era.
For Quang Ninh , concretizing the spirit of Resolution 57 is not only a political task but also an opportunity for the province to break through and affirm its role as a strategic growth pole in the North.
In the 2025-2030 term, Quang Ninh aims to become one of the pioneering provinces, taking science , technology, innovation, digital transformation, and green transformation as the main driving force for growth; comprehensively improving people's lives... building Quang Ninh into a rich, civilized, modern, happy city, becoming a centrally-run city.
This task has been specified by many targets and figures, notably: The proportion of processing and manufacturing industry in GRDP reaches over 18%; the proportion of digital economy in GRDP reaches 30% and the contribution of total factor productivity (TFP) to economic growth reaches over 55%. These are considered high targets, requiring the drastic and strong participation of the entire political system.
To achieve the above goal, the Standing Committee of Quang Ninh Provincial Party Committee issued Action Program No. 46-CTr/TU dated January 15, 2025 on implementing Resolution No. 57-NQ/TW and Plan 534-KH/TU dated May 7, 2025 on digital transformation in the activities of Quang Ninh Provincial Party agencies in the period 2025-2028; Plan 538-KH/TU dated May 19, 2025 on implementing Resolution No. 57-NQ/TW.
The Provincial People's Committee issued 33 documents to concretize Resolution No. 57-NQ/TW, including three Decisions to remove obstacles, support and promote scientific and technological research, innovation and digital transformation activities in the province.
On May 21, 2025, the province organized a provincial-wide conference on building and exploiting big data, applying artificial intelligence (AI) and the Internet of Things (IoT), developing digital infrastructure for socio-economic development of Quang Ninh province in both direct and online forms, attracting more than 5,500 cadres, civil servants, public employees and workers to participate; strengthening communication about the resolution on infrastructures, news bulletins of Quang Ninh Newspaper and Radio and Television; publishing 2,560 publications on billboards and leaflets; posting 1,050 news and articles on fanpages, bringing the spirit of the resolution to each cadre, civil servant, public employee and citizen.
Notably, 100% of the province’s communes, wards and special zones have issued plans to implement the resolution in line with specific situations and conditions. Many bright spots have emerged in the initial phase of implementing the resolution, such as Van Don special zone, Bai Chay ward, Hoang Que, Tien Yen commune, Ba Che… with good and effective methods.
With strong political determination, in the first 9 months of the year, Quang Ninh completed 30/75 key tasks of the year. The drastic leadership and direction has brought the province to the 3rd position nationwide in the Local Innovation Index (PII) 2025, and at the same time led the country in economic growth rate in the first 9 months.
Quang Ninh also maintained its leading position in the country in digital transformation and implementation of Project 06, with 100% of administrative procedures meeting the full process requirements and 96.2% of public services online. The province exceeded the target of granting electronic identification accounts to agencies, organizations, businesses, and cooperatives, reaching 95%.
Digital infrastructure was enhanced with the launch of the Administrative Procedure Resolution System and the completion of the connection of 15 National Databases. 100% of educational institutions deployed digital transcripts and 22 medical facilities applied electronic medical records. More than 10,000 staff were also trained in AI applications.
In particular, 54/54 communes, wards and special zones of the province have completed all 16/16 targets of phase 1 of Plan No. 02-KH/BCĐTW of the Central Steering Committee on science and technology development, innovation and digital transformation.
Achieving "100% green" according to the Central Government's assessment shows that Quang Ninh not only synchronously and resolutely deploys digital solutions but also creates a solid foundation for the province to enter the next phase with higher goals./.
