Solving educational bottlenecks

From the breakthroughs of Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development (Resolution 71), Ms. Nguyen Thi Viet Nga - Member of the National Assembly's Committee on Culture and Society, recognized that the Resolution is considered a "strategic milestone" for Vietnamese education.

According to her, Resolution 71 not only emphasizes the role of education and training as a top national policy, but also sets out specific, feasible goals and solutions with a clear roadmap.

From the national target program on education, the establishment of the National Scholarship Fund, to the policy of free tuition for general education and providing free unified textbooks for students by 2030, all show a long-term vision. These solutions directly reflect the requirements from reality, especially the people's desire for a fair and modern education.

Resolution 71 clearly identified and proposed solutions to educational bottlenecks such as the difference in quality between regions, inadequate policies for teachers, and the lack of uniformity in curricula and textbooks.

The Resolution's approach is both unified and open, ensuring equality in access to knowledge, while creating room for localities to link education with real-life contexts.

The resolution also demonstrates close connection with the trend of the times, when education must go hand in hand with science - technology, economy - society and the labor market. These new orientations create a solid political and legal basis to make education a driving force for national development.

Focus on investing in building "locomotives"

The Politburo affirmed its view of allocating at least 20% of the total state budget expenditure to education, while applying many large incentives for the teaching staff. According to Ms. Nguyen Thi Viet Nga, in Resolution 71, the Politburo clearly showed special priority for this field, considering it a strategic investment rather than a normal expense. This shows a new shift in awareness and action, when education is affirmed to be the decisive factor for the future of the nation.

However, the problem lies not only in the budget expenditure ratio, but also in the efficiency of its use. Although the proportion of expenditure on education is high, the results are still not commensurate; the situation of dispersion, lack of focus on infrastructure in disadvantaged areas, policies on teacher remuneration and improving training quality still exists.

Resolution 71 requires both increasing expenditure and innovating allocation and monitoring methods, with clear decentralization principles, transparent mechanisms, and accountability for every penny of the budget. In addition, it is necessary to attach importance to socialization and strongly mobilize legal resources from the community, businesses, and scholarship and education promotion funds.

The budget for education in the coming time not only needs to be larger, but more importantly, it needs to be used effectively, truly reaching students, teachers and key stages of the education system.

Resolution 71 requires both increasing spending and innovating the method of allocating and monitoring the education budget. Decentralization needs to be clear, accompanied by a transparent mechanism, and accountability attached to each budget dollar.

At the same time, it is necessary to attach importance to socialization, strongly mobilizing legal resources from the community, businesses and scholarship and scholarship funds. The budget for education in the coming time not only needs to be larger, but importantly, it must be used effectively, truly reaching students, teachers and key stages.

In addition, Resolution 71 demonstrates the determination to raise Vietnam's higher education to the level of the region and the world. The Politburo directed the urgent development of a strategic framework for higher education development, emphasizing the issuance of special and outstanding mechanisms, as well as investment in developing 3-5 elite universities following an international-class research model, aiming to train national talents.

According to Ms. Nguyen Thi Viet Nga, in the context of limited resources, focusing on investing in building "locomotives" to pull the whole system to develop together is the right and feasible direction.

Elite universities will be selected based on transparent criteria such as training capacity, highly qualified teaching staff, modern facilities, international academic environment and research capabilities.

When all conditions are met, these schools not only train top human resources but also play a leading role in innovation, technology transfer, and connection with the world's leading schools.

To develop successfully, two factors are needed: a specific mechanism of finance, autonomy and talent; at the same time, avoiding too much differentiation, causing the gap between elite schools and other schools to grow wider and wider.
