Promote the dissemination of Resolution 71 on breakthroughs in education and training development

GD&TĐ - Deputy Minister of Education and Training Pham Ngoc Thuong informed the topic "Breakthrough in education and training development in the new development period".

On September 26, the Central Propaganda and Mass Mobilization Commission held a Central Reporters Conference for September 2025. The conference was held at the Central Propaganda and Mass Mobilization Commission hall in Hanoi , connecting online to 1,468 points of Provincial Party Committees, City Party Committees, and Party Committees directly under the Central Committee with over 60,500 delegates attending.

In the topic "Breakthrough in education and training development in the new development period", Deputy Secretary of the Party Committee, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong clearly stated 8 groups of tasks and solutions in Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development.

Deputy Minister Pham Ngoc Thuong said: In recent years, education and training have achieved many important achievements, contributing greatly to improving people's knowledge, training human resources, nurturing talents, and making important contributions to the country's socio -economic development achievements.

Currently, Vietnam is among the 21 countries that have achieved the United Nations Sustainable Development Goals for quality education by 2030. However, education and training still face many difficulties and limitations, and have not had a strong breakthrough to meet the increasingly high demands in the country's socio-economic development and the people's learning needs.

In the context of profound and comprehensive changes in the world, especially digital technology and artificial intelligence are reshaping education on a global scale, the requirement for education and training is to build a young generation with patriotism and national pride, with enough courage, intelligence, capacity, qualifications and health to meet the requirements of building and developing the country in the new development stage.

Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development continues to affirm: Education and training is the top national policy, deciding the future of the nation. Developing education and training is the cause of the Party, the State and the entire people.

The State plays a role in strategic orientation, development creation, ensuring resources and equity in education; ensuring enough schools, classes, and teachers to meet the learning needs of the people. The whole society has the responsibility to care for, contribute resources to, and monitor educational development.

Breakthroughs in education and training development must start with innovation in thinking, awareness and institutions. Create breakthroughs in resources, motivation and new space for education and training development, improve quality; ensure the State plays a leading role, take public investment as the lead, attract social resources for comprehensive modernization of the national education system.

Deputy Minister Pham Ngoc Thuong informed that in 2025, ministries, branches and localities will focus resources to urgently review and perfect the legal system according to the requirements of Resolution 71 to ensure consistency, unity, and timely removal of bottlenecks and bottlenecks in institutions, mechanisms and policies; promote innovation and create development of education and training.

The Ministry of Education and Training is urgently completing draft laws including: Law amending and supplementing a number of articles of the Law on Education, draft Law on Higher Education, Law on Vocational Education; drafting a resolution of the National Assembly on specific mechanisms and policies to implement Resolution No. 71 and the Resolution of the National Assembly on the National Target Program on modernization and improvement of education and training quality in the 2026-2035 period.

At the conference, delegates listened to thematic information on "Results of Party Congresses at all levels, preparations for the 14th Party Congress and issues that need attention in propaganda for provincial Party Congresses and the 14th Party Congress in the coming time"; "Viewpoints and orientations of the Communist Party of Vietnam on private economic development over 40 years of renovation".

In his concluding remarks, comrade Pham Tat Thang, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission, acknowledged the coordination and active participation of the reporters, and at the same time oriented some key contents in the propaganda work in the coming time, including promoting the propaganda of Resolution No. 71-NQ/TW on breakthroughs in education and training development.
