Skillful mass mobilization - connecting people's trust

In 2018, Captain Trinh Hai Quan was one of the first people to volunteer to work at the Commune Police. At that time, his wife had just given birth to their first child, and the family's circumstances were still difficult, but with the desire to devote his youth to keeping the people's lives peaceful, Captain Trinh Hai Quan volunteered to work at the old Dak Nia commune (now Dong Gia Nghia ward, Lam Dong province) as Deputy Chief of Commune Police.

In the new area, Captain Quan encountered many difficulties, especially since more than 40% of the population was ethnic minorities, the population was scattered, transportation was difficult, the educational level was uneven, and the security and order situation always contained complex factors.

However, with his enthusiasm and professional acumen, Captain Quan has determined for himself a correct direction "close to the people, close to the people, close to the base". In the first days of his assignment, Captain Quan often went to the villages and hamlets to meet the people, chat and help with the work.

In 2020, Captain Trinh Hai Quan was appointed to the position of Chief of Dak Nia Commune Police (old). In his new position, Captain Quan has proactively advised the local Party Committee and government on many policies and plans suitable to the practical situation.

The skillful mass mobilization model "Mobilizing and promoting the role of prestigious people in ethnic minority areas to participate in ensuring security and order at the grassroots level" was built by Captain Quan and his teammates, attracting over 1,000 village elders and prestigious people to participate.

The purpose is to propagate the Party's policies and guidelines, the State's laws as well as to mobilize children and clans to strictly comply with the provisions of the law. Thereby, the ethnic minority children were mobilized to voluntarily hand over 36 homemade guns of various types, 5 homemade knives...

During his work, Captain Trinh Hai Quan and his teammates have achieved many achievements such as: Dak Nia Commune Police achieved the title of Winning Unit for 5 consecutive years. Captain Trinh Hai Quan himself achieved the title of Emulation Fighter at the grassroots level for 5 consecutive years (2020 - 2024).

In 2021, facing the situation of people often having their agricultural products stolen during the harvest season, Captain Quan built a model of "Patrol Team to prevent, fight crime and protect agricultural products". The team was established with the voluntary participation of 18 citizens.

The image of the members of the Patrol Team, regardless of day or night, rain or shine, diligently "on duty" on every road has made a strong impression on the people. Out of admiration, many people have supported the team with gasoline and supplies to operate.

The team discovered two abandoned motorbikes and returned them to their owners; reminded over 1,600 households to take measures to protect their property; and promptly dispersed 32 disputes that caused disorder at the facility.

The team coordinated with the Commune Police force to verify and arrest 6 cases of students making homemade firecrackers, 5 cases of illegal drug possession, 4 cases of property theft... This model was selected by the V05 Department, Ministry of Public Security as one of 5 pilot models nationwide to organize a preliminary review and replication. At the same time, it was selected by the Dak Nong Provincial Police (old), reported to the Office of the Ministry of Public Security to submit to the Government Steering Committee 138 for consideration, recognition, and announcement for nationwide replication.

Along with that, Captain Quan has advised and organized the implementation of many humane models. A typical example is the model "Adopted Children of Commune Police" which has sponsored and supported tuition and living expenses for 2 ethnic minority students with especially difficult circumstances, creating motivation for them to continue their studies.

The model of “ Education , helping people who have made mistakes to reform” has supported jobs for 5 cases, created conditions for loans for production for 3 people who have completed their prison sentences, helping them reintegrate into the community. At the same time, he also mobilized benefactors, organizations, and individuals to support the giving of more than 1,500 gifts, bicycles, and cash to poor households and disadvantaged students, and directly participated in building charity houses and rural roads for ethnic minorities.

In the "eliminating temporary and dilapidated houses" program of the Ministry of Public Security, Captain Quan boldly registered and mobilized the police force to build the first model house in the province, completing it on schedule and with quality.

Thanks to that dedication and creativity, the "All people protect national security" movement in the area has had remarkable development, attracting a large number of people to participate, and has been praised and highly appreciated by Party committees, authorities and police leaders at all levels.

In 2023, Captain Trinh Hai Quan was one of 63 outstanding young police officers recognized and rewarded by the Ministry of Public Security. In March 2025, Captain was one of 80 outstanding young police officers of communes, wards and towns recognized and rewarded by the Ministry of Public Security. In addition, he also received many Certificates of Merit and Merit in peak periods and writing competitions launched by the Provincial Police and the Ministry of Public Security.

Courage in the fight against crime

Besides mass mobilization work, Captain Trinh Hai Quan also affirmed his mettle in fighting crime and maintaining social order at the grassroots level.

With the motto of "firmly controlling people, households, and areas", he has commanded the Commune Police force to strictly manage subjects; increase patrols and controls, promptly detect and handle many violations.

During his time working in Dak Nia, the Commune Police force under his direct command arrested and prosecuted many serious cases, from drugs, gambling, cyber fraud, to illegal transportation of firecrackers. Among them, there was an online gambling case with a sum of up to 1 billion VND. Or the arrest of 2 subjects transporting nearly 500 kg of firecrackers.

The above achievements have significantly contributed to controlling and reducing crime, creating a safe and healthy environment for people to work and produce with peace of mind.

Captain Trinh Hai Quan is one of 80 outstanding young police officers of communes, wards and towns to be commended and rewarded by the Ministry of Public Security in March 2025.

In particular, Captain Quan also paid attention to propaganda work to raise people's vigilance against scams via phone and social networks. Hundreds of reports and information sources provided by people were promptly received and processed by the Commune Police force, clearly demonstrating the effectiveness of the motto "people know, people believe, people help, people support".

Since July 2025, in his new position as Captain of the Rapid Response Police Team, Department of Administrative Management of Social Order, Lam Dong Provincial Police, Captain Trinh Hai Quan continues to promote the qualities of a dedicated and courageous commander.

He and his teammates deployed a closed patrol of the area, promptly arrived to quickly handle incidents related to security and order, ensuring absolute safety for major political events and festivals in the province. Typically, on the occasion of the National Day on September 2, he directly grasped the situation and provided information to help Dong Gia Nghia Ward Police promptly detect and arrest 3 subjects possessing and organizing illegal use of drugs.

No matter what position he holds, Captain Trinh Hai Quan never stops studying and staying close to the people.

No matter what position he holds, from the Commune Police Chief who sticks closely to the local area to the Rapid Response Police Team Leader, Captain Trinh Hai Quan always maintains the pioneering spirit, is exemplary, dedicated to his work, and devoted to the peace of the people. The image of Captain Quan is a vivid proof for the current generation of People's Police officers and soldiers: close to the people, close to the people, close to the grassroots, "forgetting oneself for the country, serving the people".
