On August 29, the Ministry of Public Security announced that the Law on Road Traffic Order and Safety (effective from January 1, 2025) stipulates that those whose driving licenses were issued before this date will have their licenses changed or reissued. Specifically as follows:

Class A1 driving license can be changed or re-issued to Class A with the restriction that it can only drive 2-wheeled motorbikes with cylinder capacity of less than 175 cm3 or electric motor capacity of less than 14 kW.

From the beginning of 2025, the classification and exchange of driving licenses will have many changes.

Class A2 driving license can be changed or reissued to Class A driving license; Class A3 driving license can be changed or reissued to Class B1 driving license.

Class A4 driving license is changed and reissued into a certificate to drive specialized motorbikes for drivers of tractors with a load capacity of up to 1,000 kg and a certificate of training in road traffic law knowledge for drivers of specialized motorbikes.

Notably, automatic B1 driving licenses can be exchanged and reissued to B driving licenses with the restriction that they can only drive automatic cars.

B1 and B2 driving licenses can be exchanged or reissued to B or C1 driving licenses and specialized motorcycle driving certificates for tractor drivers with a load capacity of up to 3,500 kg.

Class C driving license remains the same and can be exchanged, reissued with the same class and a specialized motorcycle driving certificate for drivers of tractors with a load capacity of over 3,500 kg.

Class D driving license is changed and reissued to Class D2 driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.

Class E driving license is changed and reissued to Class D driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.

FB2 driving license can be changed or reissued to BE or C1E driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of up to 3,500 kg.

FC class driving license is changed and re-issued to CE class driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.

FD class driving license is changed and re-issued to D2E class driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.

FE class driving license is changed and re-issued to DE class driving license and specialized motorcycle driving certificate for tractor drivers with a load capacity of over 3,500 kg.

In addition, driving learners who have been trained to drive before the effective date of this Law or are being trained to drive on the effective date of this Law but have not been tested or granted a driving license shall be tested and granted a driving license according to the license class to be changed or reissued as prescribed above.

Currently, people can completely use VNeID with integrated driver's license to replace the original.

15 new driving license classes

According to Article 57 of the Law on Traffic Order and Safety, driving licenses include 15 categories as follows:

Class A1 is for drivers of two-wheeled motorbikes with a cylinder capacity of up to 125cm3 or an electric motor capacity of up to 11 kW.

Class A is granted to drivers of two-wheeled motorbikes with a cylinder capacity of over 125 cm3 or an electric motor capacity of over 11 kW and the types of vehicles specified for Class A1 driving license.

Class B1 is issued to drivers of three-wheeled motorbikes and vehicles specified for Class A1 driving license.

Class B is granted to drivers of passenger cars with up to 8 seats (not including the driver's seat); trucks and special-purpose cars with a total designed weight of up to 3,500 kg; types of cars specified for Class B driving licenses pulling trailers with a total designed weight of up to 750 kg...

The Ministry of Public Security encourages people to change their unlimited driving licenses issued before July 1, 2012 (mainly paper) to new licenses (PET).

According to this agency, the above change will create more favorable conditions for people to standardize data and easily integrate driving licenses into the VNeID application to use instead of the original.
