The third week of the exam took place from 0:00 on October 13 to 24:00 on October 19, 2025, attracting the active response of the entire political system with 63/63 agencies, units, and localities participating, with a total of 25,559 contestants. Of which, the cadre, civil servant, and public employee (CBCCVC) group had 24,676 people; the people group had 883 people participating. The whole city had 14/63 agencies, units, and localities with a participation rate of 100%; most of the remaining units had over 80% of CBCCVC participating in the exam. Notably, units with a large number of CBCCVC such as the Department of Education and Training and the Department of Health continued to maintain a rate of 99% of contestants, demonstrating a sense of responsibility, interest, and strong spread of the movement to learn about administrative reform.

The Organizing Committee awarded prizes to outstanding individuals of the two groups. In the group of civil servants and public employees, the first prize went to Ms. Huynh Thi Quy, Thanh Lam Primary School, Thanh Thuy Ward; the second prize went to Ms. Truong Thi Hoai Trang, Khe Tre Secondary School, Khe Tre Commune; the third prize went to Ms. Phan Thi Thu Huong - Department of Culture and Society , Huong An Ward.

With just a smartphone, civil servants, public employees and citizens can participate in the administrative reform competition.

In the residential block, the first prize went to Ms. Doan Thi Huong Giang, Phong Dien ward; the second prize went to Mr. Hoang Xuan Huy, Phu Xuan ward; the third prize went to Mr. Ngo Duc Ke, An Cuu ward.

The online contest to learn about administrative reform has become a widespread political activity, contributing to raising awareness and responsibility of civil servants and employees about the meaning and importance of administrative reform. Through a lively online format, the contest not only creates a ripple effect in the community but also arouses the spirit of proactively studying, researching and implementing administrative reform programs and projects of the Central Government, the province and the city; contributing to building Hue city to develop sustainably and modernly, serving the people better and better.
