On December 8, the People's Committee of Da Lat City submitted a document to the People's Committee of Lam Dong Province regarding the consideration of canceling the Decision approving the auction results for leasing assets on land and annual land lease payments for the Thuy Ta restaurant area (Ward 1, Da Lat City).
According to local authorities, the winning bidder for the Thuy Ta restaurant lease has agreed to cancel the auction, not file a lawsuit, and not take back the more than 600 million VND deposit.
At the same time, Da Lat City also proposed to unify the policy for this locality to continue organizing the second auction for the lease of Thuy Ta restaurant according to the order and procedures of the auction organization plan approved on October 2.

Previously, on December 6, Da Lat City People's Committee received a response document (scanned copy, sent via zalo) from Mr. Doan Hai Ha.
According to the content of the document, Mr. Doan Hai Ha said that the documents related to the organization of the auction for the lease of Thuy Ta restaurant do not have a single word or phrase stating that the name of Thuy Ta restaurant cannot be changed.
However, after sending the "Summary of Business Plan", Mr. Ha received information from local officials stating that the restaurant name could not be changed.
Explaining the reason for not continuing to invest in Thuy Ta restaurant, Mr. Ha said that this did not come from subjective desires but because the documents presented by Lam Dong province's authorities were not clear and specific.
"Thuy Ta is a proper name, it should not be understood as part of a structure or construction," Mr. Ha stated his opinion.
Recently, the People's Committee of Da Lat City invited Mr. Doan Hai Ha to work to clarify information about refusing to invest in Thuy Ta restaurant.
Mr. Ha said he was on a business trip and could not arrange a direct meeting with the People's Committee of Da Lat City. Through written documents and phone conversations, Mr. Ha decided not to invest in Thuy Ta restaurant.
The auction winner requested the parties to sign a document agreeing to cancel the decision approving the auction results for leasing assets on land for the Thuy Ta restaurant area that the Lam Dong Provincial People's Committee signed and issued on November 8.
He also pledged not to file a lawsuit or complaint about the cancellation of this result, and accepted the loss of his deposit of more than 600 million VND.

After 63 bidding steps, Mr. Doan Hai Ha (residing in Hanoi ) won the auction for the Thuy Ta restaurant area with a price of 15 billion VND/year, equivalent to more than 151 billion VND in 10 years.
Mr. Ha was required to pay all the land rent and property on the land at once. He also deposited more than 600 million VND to participate in the auction on October 30.
However, on November 21, Mr. Doan Hai Ha sent a notice of not investing because he was not allowed to change the restaurant's name.
