On November 6, at the Party Central Committee Headquarters, the Politburo and Secretariat held a conference for former Party and State leaders to contribute their opinions to the draft documents submitted to the 14th National Party Congress, which were completed and revised one step after the 10th Central Committee Conference of the 13th tenure.

General Secretary To Lam chaired the Conference. Also attending were: President Luong Cuong; National Assembly Chairman Tran Thanh Man; Standing member of the Secretariat, Head of the Central Inspection Commission Tran Cam Tu.

Attending the conference were comrades: Former General Secretary Nong Duc Manh; former Presidents Nguyen Minh Triet and Truong Tan Sang; former Prime Minister Nguyen Tan Dung; former National Assembly Chairman Nguyen Sinh Hung; members of the Politburo, Secretaries of the Party Central Committee; former members of the Politburo, former Secretaries of the Party Central Committee, former Vice Presidents, former Deputy Prime Ministers, former Vice Chairmen of the National Assembly and leaders of several central ministries and branches.

The 14th National Party Congress is expected to take place in January 2026, a political event of special importance to the country.

To prepare for the Congress, the Party Central Committee, the Politburo, and the Secretariat of the 13th tenure held many meetings to focus on preparing two important tasks: drafting documents to be submitted to the Congress and preparing well the Congress's personnel.

Right from the 8th Central Conference, 13th term, it was decided to establish 5 sub-committees.

The Politburo has directed sub-committees to actively prepare document content to be presented to the 9th Central Conference of the 13th tenure and to approve the outline of documents at the recent 10th Central Conference of the 13th tenure.

At the conference, former Party and State leaders contributed comments to the draft political report of the 13th Party Central Committee; the report assessing the 5-year implementation of the 10-year socio-economic development strategy for the 2021-2030 period, the direction and tasks of socio-economic development for the 2026-2030 period; the report summarizing the work of Party building and implementation of the Party Charter and the report summarizing a number of theoretical and practical issues of the country's renewal in the socialist direction over the past 40 years.

Many opinions stated that the drafts were prepared seriously and elaborately, with many new points; in general, it is necessary to continue to strongly innovate the method of drafting documents in a specific direction, with clear orientation, clear strategic policies, conciseness, ease of understanding, and ease of implementation throughout the Party, people, and army.

Although the current drafts are shorter, some contents are still not really condensed, concise, easy to remember, and easy to understand; it is necessary to continue reviewing and ensuring consistency in content between documents.

Among them, the Political Report is the central report, the other reports are thematic reports, which need to be consistent with the assessments, lessons learned, viewpoints, goals, and major orientations that the Political Report has identified.

The comments suggested continuing to edit, absorb and perfect the Draft Political Report in the spirit of reflecting profound changes in the new development context of the world and the country; the new development foundation of our country after 40 years of carrying out the renovation process under the leadership of the Party; comments on the assessment of development achievements over the past 5 years, limitations, shortcomings and causes, drawing experiences, general goals, breakthrough solutions for socio-economic development, foreign affairs, security, national defense, building a clean and strong Party and political system, the work of preventing and combating corruption, waste, negativity, key tasks and breakthroughs in the term of the 14th Party Congress...

Speaking at the Conference, General Secretary To Lam emphasized that the consistent idea of ​​this document is how to develop the country and rise up in the new era.

Currently, the country's foundation, potential, position and prestige have been built through historical periods, especially through 40 years of renovation and with the great contributions of generations of leaders. Therefore, it is necessary to clearly recognize the responsibility to promote achievements of historical significance to bring the country into a new stage of development.

General Secretary To Lam affirmed that the documents presented to the 14th Party Congress must be the product and crystallization of the collective intelligence of the entire Party, people and army. Therefore, it is necessary to promote democracy and collective intelligence, and to have the participation and contributions of central agencies, departments and branches, localities, socio-political organizations and the people, especially the participation and contributions of former Party and State leaders who are profound in their intelligence, have a deep understanding of theory, are very knowledgeable about practice and have participated in leading and directing all aspects of the Party and State's work for many years.

On the basis of absorbing comments to complete the draft documents, General Secretary To Lam emphasized that the reports continue to be completed on the basis of a unified assessment of the stature and significance of the 14th Congress. This is a congress closely linked to the country's context after 40 years of carrying out the renovation process; 50 years of completely liberating the South and unifying the country; 80 years of founding the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam; 95 years of founding the Party, towards the 100th anniversary of the Party's founding, opening a new era of development - the era of the Vietnamese nation's rise.

The General Secretary pointed out that this is an era of development, an era of prosperity under the leadership and rule of the Communist Party of Vietnam. The people believe and are proud to join hands and unite to successfully build a peaceful, independent, democratic, prosperous, civilized, happy Vietnam, steadily moving towards socialism, standing shoulder to shoulder with the world powers - which needs to be reflected in the theme of the congress.

The top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam will become a developing country with modern industry and high average income; by 2045 it will become a developed socialist country with high income; strongly arousing national spirit, spirit of autonomy, self-confidence, self-reliance, national pride, aspiration for rapid and sustainable national development; closely combining national strength with the strength of the times, which needs to be reflected in the Development Goals of the Congress.

The important resources and driving force for the country to develop in the new era are the strong application of science, technology and innovation; promoting the development of new productive forces; promoting digital transformation, green development, energy transformation; promoting the strength of culture and people, all Vietnamese people working together, making the most of opportunities and advantages, pushing back risks and challenges, bringing the country to comprehensive, strong development, breakthroughs and take-off, which need to be reflected in the development perspective of the Congress.

Regarding some specific comments in the draft documents, the General Secretary discussed and clarified related contents and requested the Standing Committees of the Sub-committees preparing documents for the 14th Congress to continue discussing and seeking opinions from former Party and State leaders, especially on difficult issues, new issues, and issues with many options, to complete the drafts with the highest quality.

General Secretary To Lam emphasized that this is an important first step to unify new thinking and awareness, best serving broad discussions within the entire Party, creating a unified bloc of will and action to implement the Resolution after the 14th Party Congress.
