The Vice Chairman of the National Assembly emphasized that the 15th National Assembly tenure has clearly demonstrated a strong spirit of innovation. In the most difficult times, the National Assembly has always accompanied the Government and the entire political system, proactively discussing, considering and finding solutions.

For example, in the face of the serious impact of the Covid-19 pandemic, the National Assembly has issued many special and specific mechanisms and policies, beyond the current legal framework, creating conditions for the Government, ministries, branches and localities to respond flexibly and promptly to the actual situation. Immediately after that, the National Assembly continued to propose and issue resolutions regulating policies for economic recovery and development, and effectively unblocking and mobilizing social resources.

Regarding legislative work, the Vice Chairman of the National Assembly said that towards the end of the term, law-making activities clearly demonstrate a shift in thinking and law-making methods. In particular, with the Law on Promulgation of Legal Documents 2025, the law-making process is designed scientifically and professionally, ensuring timeliness, efficiency and high feasibility. Accordingly, the law only regulates issues of principle, under the authority of the National Assembly, while the guidance and details will be regulated by the Government and ministries, ensuring flexibility and practicality in management and administration.

In particular, promoting decentralization, delegation of power, increasing the initiative and responsibility of localities and leaders is associated with innovation in thinking about law-making, to suit the requirements of modern national governance.

Affirming the achievements, Vice Chairman of the National Assembly Nguyen Duc Hai emphasized that the 15th National Assembly has truly innovated from real life, contributing to concretizing the Party's guidelines into policies and laws to promote socio-economic development. At the same time, according to the Vice Chairman of the National Assembly, this is also the time to deeply review and summarize what has been done and what has not been done, thereby drawing lessons and preparing for the next term with a stronger spirit of innovation, meeting the development requirements of the country in the new period.

According to the delegate, the legislative work of the XV tenure also had an unprecedented mark, when Resolution No. 30/2021/QH15 on the First Session of the XV National Assembly empowered the Government to issue documents regulating a number of current legal issues that have not been adjusted to flexibly respond in special cases. Or the Resolution amending and supplementing a number of articles of the 2013 Constitution created a constitutional basis for streamlining the organizational apparatus and perfecting the two-level local government model.

In the supervision work, delegate Be Minh Duc realized that the 15th National Assembly has had many innovations, many times implementing supervision while implementing resolutions and laws, and supervising the implementation process to have timely assessments and adjustments.

Highlighting the milestones of the 15th National Assembly term, National Assembly Deputy Quan Minh Cuong (Cao Bang) said that this is the term with the largest number of resolutions and laws considered and passed by the National Assembly; held the most sessions (held 19 sessions, including 9 extraordinary sessions); decided on many important issues of the country; considered resolutions on many unprecedented contents.

Regarding the work of conducting meetings, delegate Quan Minh Cuong emphasized that the National Assembly Chairman and Vice Chairmen have conducted the National Assembly meetings scientifically and effectively.

The National Assembly's foreign affairs activities during this term have been increasingly consolidated and promoted on both bilateral and multilateral levels, going into depth and substance, achieving many good results, creating a strong impression, contributing significantly to the overall success of the Party's foreign affairs and State diplomacy.

In addition, the National Assembly deputies also appreciated the fact that the National Assembly has promoted the application of artificial intelligence, digital transformation, building digital infrastructure, developing specialized platforms and systems, initially contributing to modernizing and improving the efficiency of the National Assembly's operations. "Previously, at each session, most National Assembly deputies were given a separate folder containing documents. However, since the end of the XIV term and the beginning of the XV term, paperless meetings have been implemented, and deputies have been given the opportunity to access multi-dimensional information through the operation of the National Assembly 2.0 app," said deputy Quan Minh Cuong.

There is a need to further assess the practical impact of some important laws.

National Assembly Deputy Ma Thi Thuy (Tuyen Quang) suggested that in legislative work, it is necessary to assess more deeply the practical impact of a number of important laws such as: Law on Government Organization and Law on Organization of Local Government (amended), associated with the implementation of the urban government model, streamlining the apparatus, decentralization, and stronger delegation of power; Law on Public Investment and Law on Bidding (amended), with impacts on disbursement efficiency and quality of infrastructure investment; Law on Electronic Transactions, Law on Digital Technology Industry, related to digital transformation and innovation.

The delegates also suggested that the draft Report on the work of the 15th National Assembly should more clearly state the results of reviewing and handling conflicts, overlaps and inadequacies in the legal system; delineate responsibilities between agencies in the legislative process and develop a roadmap for amending and consolidating related documents to ensure consistency and feasibility; supplement specific data on the proportion of supervisory resolutions that have been fully implemented by the Government, ministries, branches and localities, clearly indicate the contents that are slow to be resolved, the causes and responsibilities.

At the same time, it is necessary to establish a mechanism for regular monitoring and re-monitoring of monitoring conclusions and resolutions. The National Assembly can build a digital database to track the implementation of post-monitoring recommendations, helping delegates, voters and relevant agencies easily look up and update progress, ensuring publicity and transparency.
