Many power source projects have not been implemented yet.

According to the Power Plan VIII and the revised Power Plan VIII, Dong Nai currently has five types of power source projects, with a capacity of thousands of MW. However, most of the projects have not yet been implemented, which could affect the energy supply for socio-economic development and investment attraction.

Speeding up the implementation of power source projects is an urgent requirement to ensure energy security, creating a foundation for growth and sustainable development of the province.

Stuck in planning and land

Dong Nai is one of the largest electricity consumers in the country. In addition, the province has many advantages in developing power source and grid projects.

Mr. Pham Van Cuong, Deputy Director of the Department of Industry and Trade, said: By 2030, the province will have 5 types of power sources, of which thermal power will increase by more than 1,600 MW; small and medium hydropower by nearly 370 MW; rooftop, ground-mounted and floating solar power by more than 3,700 MW; waste-to-energy by about 58 MW; and biomass power by nearly 130 MW.

After the Government approved the Power Plan VIII and the adjusted Power Plan VIII, the Provincial People's Committee issued a plan and assigned specific tasks to departments, branches and localities to implement procedures on land, planning and investment, but the progress is still slow. Currently, only the Nhon Trach 3 and 4 Power Plant Project is about to be completed, the Tri An Hydropower Project with a capacity of 200MW will start construction at the end of August 2025, the rest have not been implemented.

According to the leader of the Department of Industry and Trade, the first reason is that when approving the planning, the power projects have not yet determined the exact location of the transformer station and the direction of the power line, leading to overlapping with local planning when implementing. At this time, the investor must hire a consultant to survey, determine the direction of the line, the location of the transformer station and submit it to the Provincial People's Committee for agreement, then have a basis to update and adjust the land use planning and construction planning. This process takes a long time, causing many power projects to be behind schedule compared to the plan.

Dong Nai currently has two power source projects in the list of national key energy projects according to the VIII Power Plan and the adjusted VIII Power Plan being implemented: Nhon Trach 3 and 4 Power Plants, with a capacity of more than 1,600 MW, expected to generate commercial electricity in November and December 2025; Tri An Hydropower Plant Expansion, with a capacity of 200 MW, expected to connect to the national grid in 2027.

The second reason is that many renewable energy projects, especially solar power, newly added to the adjusted Power Plan VIII (approved in April 2025) have not been updated in the Dong Nai Provincial Planning (approved in July 2024). To implement the next steps, it is necessary to update the list of power sources in the Provincial Planning and other specialized planning: urban, rural, construction... At present, the Provincial People's Committee has assigned the Departments of Finance, Industry and Trade, Agriculture and Environment to review and update projects to include in the adjusted Dong Nai Provincial Planning for the period 2021-2030, with a vision to 2050, as a basis for implementation.

Another reason for the slow implementation of planned power projects is that after July 1, 2025, many professional tasks, including compensation and site clearance, were transferred to the commune level, and initially, there was quite a bit of confusion. After the merger, communes and wards had to review and update land use and construction planning, including power projects, so progress was slowed down.

Urgently resolve existing problems and speed up project progress

Mr. Pham Thanh Hoai, Director of Power Project Management Board 3, investor of Tri An Hydropower Plant Expansion, said: This is a national key project in the energy sector, of great significance to the energy security of the Southern region and the socio-economic development of the province.

The project started in August 2025 and is expected to be completed by the end of 2027. However, there are currently problems with the construction site of Hieu Liem Bridge and the main factory. If not resolved soon, it will affect the progress of completion and putting into use.

To resolve the land clearance issue of this project, on October 8, 2025, Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha worked directly with Tri An commune and the investor. At the meeting, the provincial leaders requested the locality to make a detailed plan and schedule for compensation, support, and resettlement, and at the same time establish a Working Group to support project implementation. Previously, in September 2025, the provincial People's Committee leaders also directed the Provincial Land Fund Development Center and the Department of Agriculture and Environment to send personnel to support the locality in performing its tasks.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Nguyen Kim Long said: Electricity is an essential infrastructure that must go before other infrastructure to create momentum for socio-economic development and increase budget revenue for the province. Departments, branches and localities must strengthen coordination and provide maximum support to investors in implementing projects, especially key national projects in the energy sector.

Vice Chairman of the Provincial People's Committee Nguyen Kim Long assigned the Department of Industry and Trade to preside over the review of all power projects, update transformer stations and power lines in the adjusted Provincial Planning; urge and support the implementation of solar power, waste-to-energy and biomass power projects according to approved capacity. Power project investors must closely coordinate with local authorities in compensation and site clearance; promptly deploy and complete energy projects. This not only aims to ensure energy security, create a foundation for growth and sustainable development of the province but also contributes to promoting the investment efficiency of the projects.
