On the morning of March 4, the Office of the President announced President Luong Cuong's decision on amnesty and early release of prisoners sentenced to fixed-term imprisonment or life imprisonment on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day.
At the press conference, Lieutenant General Le Van Tuyen, Deputy Minister of Public Security, said that special clemency is a special policy of early release for those who meet the conditions.
"As of January 31, 2025, the whole country has a total of 197,158 prisoners serving sentences in detention camps and temporary detention centers.
Based on the President 's decision, the Central Amnesty Council will assign competent authorities to review cases eligible for amnesty," Deputy Minister Le Van Tuyen informed.

The leader of the Ministry of Public Security added that this year, the conditions for considering amnesty have some new points. Specifically, the time for considering amnesty is to have served at least 1/3 of the time (in 2024, at least 1/2 of the time) in cases of fixed-term imprisonment and at least 14 years (the old regulation was 15 years) for those sentenced to life imprisonment with reduced sentences.
Next, in cases with many priority circumstances such as: Having served at least 1/4 of the prison sentence (for those sentenced to fixed-term imprisonment), at least 12 years with a life sentence reduced to a fixed-term sentence.
According to the Ministry of Public Security, 2025 is a year of many important events for the country. Therefore, the expansion of the policy for people granted amnesty this year demonstrates the State's leniency policy, and also recognizes the results in the work of educating and reforming prisoners.
"In previous years, people granted amnesty had well followed the Party's policies and guidelines and the State's laws and policies, and the recidivism rate was very low," the Deputy Minister of Public Security emphasized.
Also at the press conference, Deputy Head of the Office of the President Pham Thanh Ha said that from 2009 to now, the State has carried out 10 amnesties on important events and major holidays of the country; has granted amnesty to nearly 100,000 prisoners who have had a good process of reform, work and study and returned to the community and society.
"That affirms the consistent policy of the Party and State in promoting and protecting human rights in a fair and equal manner for all citizens, including those serving prison sentences," Mr. Pham Thanh Ha informed.
According to the President's Amnesty Decision 2025, amnesty will be applied to those sentenced to fixed-term imprisonment or life imprisonment on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day (April 30). The time served in prison for consideration of amnesty is calculated up to April 30.

The subjects of amnesty include: People serving a fixed-term prison sentence, people sentenced to life imprisonment that has been reduced to a fixed-term prison sentence, and people whose prison sentence is temporarily suspended.
In addition to the new contents mentioned above, the proposed conditions for amnesty include: People serving a fixed-term prison sentence, people sentenced to life imprisonment that has been reduced to a fixed-term prison sentence must have made a lot of progress, have good reform consciousness and be classified as having served their prison sentence fairly or well.
Having completed the additional penalty of a fine, paid court fees; having completed the obligation to return property, compensate for damages, and other civil obligations for people sentenced to imprisonment for corruption crimes.
Next, the person proposed for amnesty must also complete or partially fulfill the obligation to return property, compensate for damages, and other civil obligations...
In special cases, the Government shall preside over and coordinate with the Supreme People's Court, the Supreme People's Procuracy and relevant agencies and organizations to prepare dossiers of persons proposed for amnesty to submit to the President for consideration and decision.
