To overcome the situation where student teachers do not receive or are late in receiving support policies, Decree 60 adjusts the regulations on financial support methods for student teachers. Accordingly, the state supports student teachers by allocating budget estimates according to budget allocation.
Financial difficulties
The Government has just issued Decree No. 60/2025 amending and supplementing a number of articles of Decree No. 116/2020 regulating policies to support tuition and living expenses for pedagogical students. This is to overcome limitations and difficulties in the implementation of Decree No. 116, helping to provide tuition and living expenses for pedagogical students more promptly and fully.
Previously, according to Decree 116, from 2021, pedagogical students will receive 100% tuition support from the State along with 3.63 million VND/month for living expenses (no more than 10 months/school year). This funding comes from the budgets of localities, ministries, and branches, through the form of ordering with schools. The annual pedagogical enrollment quota is regulated by the Ministry of Education and Training (MOET).
However, many pedagogical students have been waiting for support for the past years, but after nearly 4 years of studying, the new policy can be implemented but until the graduation date, they still have not received it. Regardless of the cause of this delay, the most disadvantaged people are still the students. Many students shared that they chose to study pedagogy after graduating from high school to reduce the difficulties for their families, so that they can study with peace of mind. But because there is no support money, in order not to interrupt their studies, many students have to study and work part-time to earn money to cover their living expenses, leading to a decrease in the quality of their studies, not meeting expectations.
Pedagogical students are guaranteed to enjoy policies.
Meanwhile, with Decree 60, training institutions for pedagogical students and pedagogical students will be guaranteed timely and more adequate funding, contributing to creating conditions for pedagogical students to study with peace of mind and improve the quality of the teaching staff. Expressing his excitement with the new regulation, Prof. Dr. Nguyen Mau Banh - Chairman of the Vietnam Association of Former Teachers, said that one of the policies to attract talented people into pedagogy is Decree 116. However, in the actual implementation process, difficulties have been revealed, mainly stemming from the fact that localities cannot arrange budget support sources and do not place orders with universities.
“With Decree 60, the budget for implementing the policy in this Decree is balanced in the annual state budget expenditure estimate according to the current management decentralization. The central budget supports local budgets to implement the policy according to the principle of targeted support from the central budget to local budgets to implement social security policies issued by competent authorities applicable for each period. This helps to overcome the situation where some localities cannot balance the budget to implement support policies for pedagogical students, while ensuring implementation in accordance with the provisions of the 2019 Education Law” – Prof. Dr. Nguyen Mau Banh said.
In addition, Decree No. 60 also adds a transitional provision, according to which "The central budget supports local budgets to implement support policies for pedagogical students from the 2021-2022 school year to the end of the 2024-2025 school year according to the principle of targeted support from the central budget for local budgets to implement social security policies issued by competent authorities applicable for each period".
According to the current enrollment regulations, the Ministry of Education and Training assigns quotas for pedagogical majors based on training capacity, while universities determine quotas for other majors. This leads to many pedagogical students being trained according to social needs and therefore not receiving support. Now, with Decree 60, it has clarified the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance, provincial People's Committees, teacher training institutions, learners... in implementing the policy; especially clarifying the responsibility of ensuring funding to implement support policies for pedagogical students.
Decree 60 also provides clearer instructions on the procedures for paying reimbursements in cases where reimbursement is required according to regulations; the responsibilities of teacher training institutions, agencies assigning tasks and ordering pedagogical students in coordinating with agencies and individuals in paying support funds and recovering reimbursements; and the responsibilities of learners in implementing the commitment to reimburse expenses.
