Vinh Tan 4 Thermal Power Plant: Improving availability coefficient, ensuring electricity output according to mobilization in 2025

On the morning of July 11, Vinh Tan 4 Thermal Power Plant under Vietnam Electricity Group (EVN) held a conference to review Party and professional work in the first 6 months of the year and deploy work for the last 6 months of 2025. The collective leadership of the Party Committee, the Board of Directors of the plant, along with representatives of Party cells, departments, workshops, and Party members of the plant attended the conference.

Reporting at the conference, Mr. Vu Thanh Hai, Party Secretary, Director of Vinh Tan 4 Thermal Power Plant, said that the factory's Party Committee has focused on directing the strict implementation of the resolutions of the Central Committee and the Group's Party Committee in all aspects of work, completing the targets on Party building work. In the first 6 months of the year, the factory's Party Committee admitted 8 new Party members (of which the Labor Administration Department Party Cell admitted 4 Party members), officially transferred the Party to 8 probationary Party members, bringing the total number of Party members to 75. The Party Committee sent 8 Party members to attend the new Party member class, 9 outstanding people to attend the Party awareness training class. Most of the contents of the work program, inspection and supervision program were completed. At the same time, the factory Party Committee directed the grassroots Trade Union and Youth Union to support 100 million VND to build a "Children's Playground", participate in art performances, the 2025 competition for excellent safety and hygiene workers, and organize a factory workers' conference in 2025.

The Party Committee has concretized the Party's policies and resolutions to apply to the actual situation of the factory. Regarding production and business, in the first 6 months of the year, there were certain difficulties. Vinh Tan 4 Thermal Power Plant mobilized low load to the grid, continuously reducing the load to 240MW - 400MW to prioritize renewable energy sources and hydropower sources. In addition, the overhaul schedule of Unit S2 lasted longer than planned. Due to objective impacts, the total electricity output of Vinh Tan 4 & 4 Thermal Power Plant expansion was 4,651.87/11,432 million kWh, reaching 41% of the yearly plan; the accumulated electricity shortage in the first 6 months of the year was 1,407 kWh due to low mobilized sources. In addition, Phuoc Thai 1 Solar Power Plant had an output of more than 38 million kWh, reaching more than 53% of the plan. During the production process, the unit has done a good job of protecting the environment. Emission indicators: dust, smoke, and wastewater are all lower than the allowable standards in the environmental impact assessment (EIA).

“In the last 6 months of 2025, Vinh Tan 4 Thermal Power Plant strives to meet the electricity output of 11,612 million kWh, according to Decision No. 1276/QD-EVN. Of which, the electricity output of Vinh Tan 4 and 4 expansion thermal power plants is 11,432 million kWh; the solar power output of Phuoc Thai 1, 2, 3 power plants is 180 million kWh. To ensure the electricity generation target, Vinh Tan 4 focuses on implementing technical and economic indicators to meet the assigned plan. Major repairs, construction investment, and outsourced services ensure the completion of the 2025 plan. Optimizing costs in bidding, purchasing equipment and materials, managing the use of materials; minimizing the volume of slow-moving materials. The plant improves the availability coefficient of 3 units, proactively providing fuel to ensure the plant's production is continuous, safe, and fully meets production needs. "The amount of electricity mobilized at each time in the last months of this year; serving Party congresses at all levels, ensuring electricity for industrial production in the Southern region," said Mr. Vu Thanh Hai.

Within the framework of the conference, the leaders of the Board of Directors of Vinh Tan 4 Thermal Power Plant awarded certificates of merit from the Director of Vinh Tan 4 Thermal Power Plant to 5 collectives and 24 individuals who had excellently completed their tasks in the first 6 months of 2025.
