Prime Minister Pham Minh Chinh and leaders of ministries, branches and Hai Phong city attended the groundbreaking ceremony.
This is an important and practical event to welcome the 1st Congress of Hai Phong City Party Committee, term 2025 - 2030.
Affirming Hai Phong's superior policy in attracting investment
According to Mr. Le Ngoc Chau, Chairman of Hai Phong City People's Committee, on December 4, 2024, the Prime Minister issued a decision to establish the Southern Hai Phong Coastal Economic Zone, oriented to develop into a comprehensive, multi-industry, multi-functional economic zone following the model of green growth, circular economy, and sustainable development.
Including a free trade zone with breakthrough mechanisms and policies, becoming a pioneering marine economic center. This will be the main growth of the city and the Red River Delta region.
"Two key and important projects in the Southern Coastal Economic Zone have been started, including the Tan Trao Industrial Park infrastructure project (phase 1) and the Hai Phong LNG thermal power plant project, affirming the superior policy in attracting investment in the economic zone.
This is also the result of realizing the strategic quartet, especially Resolution 68 of the Politburo on private economic development in the area, creating a strong driving force, promoting new growth, and is also an important result achieved from the city's investment promotion conference on July 15, 2025," said Mr. Chau.

Don't say no, don't say difficult, don't say yes without doing
Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh emphasized that our country is having to achieve two strategic goals of rapid and sustainable development in extremely difficult conditions. The international and regional situation is changing rapidly and is very unpredictable.
Therefore, we need to develop in an independent, autonomous and proactive direction in politics, economics, culture, and national security and defense.
"To proactively address these important issues, we must become stronger; there is no other way. Recently, the Politburo has concretized the platform and resolutions of the 13th National Party Congress, and the Politburo's resolutions related to rapid and sustainable development... The problem is how to organize and implement them successfully," said the Prime Minister.

According to the Prime Minister, Hai Phong is one of the leading cities in innovation, continuously maintaining double-digit growth over the past decade, which is something to be very proud of.
"I want the industrial park project that started today to be implemented quickly, attracting selective investment, prioritizing high-tech investment. The 4,800 MW gas-fired power plant is a very large complex with a relatively large investment capital. I hope the procedures will be implemented quickly, combining technology transfer with foreign investors, and gradually mastering the technology" - the Prime Minister emphasized.
According to the Prime Minister, the Government agencies have said they will do, promised they will do. The spirit is not to say no, not to say difficult, not to say yes but not to do. Hai Phong also has the same spirit.
The Tan Trao Industrial Park infrastructure development investment project is invested by Vinhomes Hai Phong Industrial Park Investment Joint Stock Company. The project covers an area of nearly 227 hectares, located in Kien Hung and Nghi Duong communes, Hai Phong city and has a total capital of more than 4,000 billion VND in phase 1.
The Hai Phong LNG thermal power plant construction project is located on the land of Tan Trao Industrial Park, invested by a consortium of investors Vingroup Corporation - Joint Stock Company and VinEnergo Energy Joint Stock Company, with an area of nearly 100 hectares and a total capital of more than 178,000 billion VND.
The plant has a designed capacity of 4,800 MW (phase 1 is 1,600 MW and phase 2 is 3,200 MW). This will be the largest thermal power plant in Vietnam - according to the Government's Power Plan VIII and is among the world's leading LNG power plants.
