To promote the development of the business community, Dak Lak has implemented many synchronous solutions in recent times. In particular, the province focuses on improving the business environment, regularly reviewing and removing difficulties and obstacles for businesses and investors in the production, business and project implementation process. At the same time, the provincial departments and branches have promoted administrative procedure reform, shortening the time for processing documents, especially business registration. At the same time, 100% of businesses are supported to submit documents online to save time and costs when entering the market.

Regarding tax and land policies, the province's functional departments have actively promoted and guided enterprises to understand new regulations, promptly resolve difficulties, support land rent reduction, and create more resources for enterprises. In addition, land use plans and projects are also made public and transparent for enterprises to easily access.

In addition to the above solutions, in recent times, the province has also paid attention to training and improving the quality of human resources. Many training programs on knowledge of business administration, human resource management, and business start-up have been organized to meet the requirements of the 4.0 industrial revolution. Not only that, to improve competitiveness, the province has supported enterprises in building brands, connecting product consumption, developing e-commerce and logistics services. The province also encourages small and medium enterprises to participate in association, expand markets and integrate internationally.

According to Vice Chairman of Dak Lak Province Business Association Pham Dong Thanh, to support local businesses, the association has implemented business support activities by collecting opinions and recommendations from businesses to advise and propose to the province. At the same time, it has promoted legal support activities for businesses, helping them resolve legal issues arising in the process of production and business activities. In addition, representatives of the association also attended conferences and meetings with provincial leaders and departments and branches. Thereby, listening, discussing and answering questions and suggestions from businesses.

Up to now, in Dak Lak province, there are a total of 19,572 operating enterprises, including 18,072 enterprises and 1,500 branches of enterprises outside the province.

Thanks to the synchronous implementation of many solutions, the work of developing enterprises in the first months of 2025 has achieved positive results. The proof is that since the beginning of the year, there have been 2,250 newly established enterprises in the province (equal to 61% of the plan, up 57% over the same period in 2024), with a total registered capital of VND 26,630 billion (101% of the plan). In addition, during this time, 530 temporarily suspended enterprises have returned to business operations (up 71% over the same period in 2024). The above figures have shown that the efforts of all levels and sectors to accompany and support enterprises have been and are clearly effective.

Although the number of newly registered enterprises in recent times has been quite high, the number of enterprises ceasing operations and dissolving is also not small. The destination has been determined but there is still a long way ahead with many challenges. According to the plan, in 2025, the whole province will have 3,688 newly established enterprises. Thus, to achieve this goal, from now until the end of the year, nearly 1,438 new enterprises need to be established. This is a huge challenge because in recent times, the rate of enterprises withdrawing from the market has often been quite high, sometimes even close to the number of newly established enterprises.

The reason for the above situation is due to the fluctuations of the world economy and the fact that institutions and policies still have many points of inconsistency and overlap. Meanwhile, private enterprises, especially small and medium enterprises, still have difficulty accessing capital and lack collateral. The ability to invest in technology and research and development is still limited. Human resources, especially the senior management team, have not met the requirements of integration. Moreover, the current competition mechanism is not truly equal, many private enterprises are still at a disadvantage when accessing resources. Informal costs still exist, market information is not truly transparent...

Deputy Director of the Department of Finance Nguyen Hoang Phuc said that in order to overcome challenges and strive to achieve the targets of enterprise development, in the coming time, the province will continue to strongly reform administrative procedures, apply digital transformation to shorten time and reduce costs for enterprises, especially in the fields of land, investment, tax, customs or insurance. The province also aims to provide public services to enterprises without being limited by administrative boundaries. Along with that, it is focusing on improving the investment environment, developing infrastructure of industrial parks and clusters, transportation, and logistics. At the same time, it will form a startup ecosystem, support small and medium enterprises; create more favorable conditions for accessing preferential credit capital, tax and fee support packages and transparency in planning and land use.

Hopefully, together with solutions from the government and strategies from businesses such as building a systematic business plan, investing in marketing, training human resources and promoting digital transformation, we will create the most favorable conditions for businesses to develop sustainably. From there, we will create a strong momentum for the establishment of new businesses, contributing to the realization of the socio-economic development goals of the province.
