On the afternoon of October 21, the leader of the Department of Culture and Society , Thuan An Ward, Hue City, said that on the day, 2 kindergartens in the area allowed students to take a day off to prevent and fight against storm Fengshen.

In addition, for students in low-lying and flooded areas, the school has also allowed parents to pick up their children early as requested to ensure safety.

According to Dan Tri reporter, on the afternoon of October 21, many students in the old Hai Duong commune (now Thuan An ward) were also allowed to go home early due to high waves, water flooding many residential areas, markets and key traffic routes.

At the Hai Duong embankment area, seawater continuously approaches the shore, creating high waves and white foam.

According to local people, the situation of rising sea levels and overflowing banks due to the impact of storm No. 12 has occurred since noon on October 20.

By the afternoon of October 21, rising sea levels combined with floods from the upstream of the Huong River also caused flooding on National Highway 49B, the section passing through Thuan An and Hoa Chau wards, with a length of nearly 1km, affecting traffic.

Authorities have been mobilized to guide people through deeply flooded sections, ready to close roads as water levels continue to rise.

In Quang Dien commune, floodwater from Bo river combined with rising water on Tam Giang lagoon also caused local flooding of many key traffic routes, with a flood level of 30-40cm, especially Provincial Road 19.

Mr. Nguyen Anh Cau, Chairman of the People’s Committee of Quang Dien Commune, said that Quang Phuoc Primary and Kindergarten have allowed more than 130 students to stay home to ensure safety. In addition, students in low-lying areas have also been given a partial break from school.

According to the forecast of the Hue City Hydrometeorological Station, due to the influence of storm Fengshen, from October 22, in the local sea area, the wind will gradually increase to level 6-7, gusting to level 8-9, rough seas, waves 1.5-3m high; near the storm center, it will be level 8, gusting to level 10, rough seas, waves 3-5m high.

On October 22-24, there will be heavy to very heavy rain in mainland Hue city. Total rainfall for the entire period will be 250-500mm, with some places over 600mm.

Mr. Dang Van Hoa, Head of the Department of Irrigation and Climate Change (Department of Agriculture and Environment of Hue city) said that all 1,075 vessels and 7,657 workers of the city have returned to safe shelters.

Communes and wards have inspected, reviewed and made plans to evacuate 10,132 households with 32,697 people in coastal areas, lagoons, low-lying areas and areas at risk of landslides to safety.
