(NLDO)- Air pollution, traffic congestion, and river environment are urgent issues in some localities in the Red River Delta.

Hanoi and localities should immediately develop and implement plans and projects to mobilize resources to handle air pollution and traffic congestion in Hanoi, revive dead rivers, etc., and report to the Government on mechanisms and resources, to be completed in the first quarter of 2025.

That was the request of Prime Minister Pham Minh Chinh at the 5th meeting of the Red River Delta Coordination Council and the announcement of the Hanoi Capital Planning for the period 2021-2030, with a vision to 2050, and the Adjustment of the Hanoi Capital Master Plan to 2045, with a vision to 2065, which took place on January 14. According to the Prime Minister, the Red River Delta still has some bottlenecks and bottlenecks. Among them, air pollution, traffic congestion, and river environment are urgent issues.

The current growth model has not caught up with the trend of the times, the regional economy has not developed commensurate with the potential, advantages, position, and especially important role of the region. Industrial development and FDI projects still have limitations, and value chains and industry clusters have not been formed.

The implementation of regional and provincial planning in some localities is still slow and not really drastic. The cooperation and connection between localities in the region are still not tight. Public investment has not yet played a leading role, and high-quality human resources still have limitations.

In 2025, the Prime Minister said that we will accelerate and make breakthroughs in completing the socio-economic development targets for 2025 to successfully implement the goals set out in the Resolution of the 13th National Party Congress, while streamlining the organizational apparatus and organizing Party Congresses at all levels, towards the 14th National Party Congress.

In that context, the Prime Minister emphasized a number of important tasks and solutions that ministries, branches and localities need to focus on implementing to sustainably develop the Red River Delta region and achieve the target of "double-digit" economic growth.

Accordingly, it is necessary to concretize and immediately develop a plan to implement Resolution 01 and 02 of the Government in 2025. More drastically, focus on removing institutional obstacles, reviewing laws, decrees, and circulars, clearly indicating which obstacles, where, who will resolve them, and how.

The Prime Minister also requested to complete the arrangement, streamline the apparatus and put the new apparatus into operation in the first quarter of 2025. At the same time, develop an action plan to implement Resolution 57 of the Politburo on breakthroughs in science, technology and innovation development, to be completed in January 2025.

Regarding investment, the Prime Minister requested that the region needs to build mechanisms and policies to mobilize all resources for development, taking public investment as the lead, activating private investment and all social resources.

The Head of Government also emphasized the task of regional connectivity, especially traffic connectivity with projects such as the Capital Region Ring Road 4, Hanoi bridges, of which Phu Dong bridge and Tu Lien bridge must start construction from now until April 30, 2025; Ninh Binh - Nam Dinh - Thai Binh - Hai Phong expressway must start construction of the remaining sections in the first quarter of 2025; start the Van Cao - Hoa Lac urban railway (Hanoi); start the Lao Cai - Hanoi - Hai Phong railway in 2025...

Regarding the Regional Coordination Council, the Prime Minister requested each member, ministries, agencies and localities in the region to promote the highest responsibility, continue to be more active and proactive in implementing tasks and solutions, and better perform assigned tasks to strongly and effectively promote regional coordination activities, prioritizing the target of double-digit growth.
