What is the penalty for driving without headlights after 6 p.m.?

The Government has issued Decree 168 regulating administrative sanctions for violations of traffic order and safety in the field of road traffic; deduction of points and restoration of driving license points, effective from January 1, 2025.

According to the above decree, drivers who do not turn on their lights after 6 p.m. will be fined up to VND1,000,000 million for cars and VND400,000 for motorbikes.

Specifically, if a car driver does not use or does not use enough lights between 6 p.m. the previous day and 6 a.m. the following day, or when there is fog, smoke, dust, rain, or bad weather that limits visibility, he or she will be fined from VND800,000 to VND1,000,000.

Thus, compared with the provisions of Decree 100/2019/ND-CP, the time to turn on the lights is earlier and lasts more than 2 hours. Accordingly, the time to turn on the lights changes from 7:00 p.m. the previous day to 5:00 a.m. the next day to 6:00 p.m. the previous day to 6:00 a.m. the next day.

For motorbikes, Decree 168 also stipulates that drivers of motorbikes, mopeds, motorbike-like vehicles and moped-like vehicles who do not use headlights from 6:00 p.m. the previous day to 6:00 a.m. the following day or when there is fog, smoke, dust, rain, or bad weather that limits visibility will be fined from 200,000 to 400,000 VND.
